    Title: Saenuri Party picks former presidential press secretary Lee Jung-hyun as its new leader

       

    We begin with domestic politics. At its national convention held in Seoul today, ruling conservative Saenuri Party has picked as its new leader three-term lawmaker and former presidential press secretary Lee Jung-hyun.

    The party also elected four new Supreme Council members, as well as one representative of the young generation.

    Our senior political correspondent Park Ji-won has details.

    During its fourth national convention held at Jamsil Indoor Stadium in southern Seoul,... the ruling Saenuri Party picked three-term lawmaker Lee Jung-hyun as its new party leader on Tuesday.

    In his acceptance speech, the 58-year old politician vowed to eradicate the party's long-standing factions,.. and to strengthen national security.

       

       

    "I will make the Saenuri Party protect this great Republic of Korea. That is my honor and my mission."

       

    Lee said he will particularly focus on eradicating regional division and factional feuds,... as he himself has always been an outsider to the conservative party,.. as one of very few Saenuri Party lawmakers representing a district in Korea's southwestern Jeollanam-do Province,... where liberal candidates mostly have prevailed.

    For the party's decision-making body Supreme Council members,... three-term lawmaker Cho Won-jin and Kang Seok-ho, two-term lawmaker Lee Jang-woo, and first-term lawmaker Choi Yeon-hye were elected.

    For the party's first-ever representative of the youth at the Supreme Council,... 42-year old entrepreneur Yoo Chang-soo was elected.

    President Park also attended the ruling party's convention earlier in the day,... and called for unity and an end to the divisions within the party.

       

       

    "Through change and unity, we must transform ourselves into a party that people can trust. We must put an end to the politics of division and strife. The Saenuri Party's mission is to bring about that change, and for that to happen, we must begin with ourselves."

       

       

    The president also used the opportunity to appeal to her party members that the deployment of THAAD is critical to national security and that it should not be subject to political debate.

       

       

    "With new leaders in place, the party's next task will be to unify the factions that have brought about divisions with its membership.

    Title: New leadership to sail through embattled Saenuri Party

       

    Saenuri Party's newly-elected chief... Lee Jung-hyun is from the pro Park Geun-hye circle... and our Ji Myung-kil takes a look into what's ahead for the conservative party under his leadership.

    The ruling Saenuri Party's new leadership... especially... chief Lee Jung-hyun has the crucial task of maintaining good relations with the opposition bloc.

    He will also have to enhance relations between the party and the presidential office.

    However, Professor Choi Young-jin from Chung-Ang University says the new leader's roles may not be easy.

       

       

    "Since the new leader is a pro-Park figure... the party may have trouble in having smooth relations with the opposition parties. The vertical relationship with the party and the presidential office may complicate parliamentary business."

       

    Professor Choi also says the chief would have to forcibly carry out President Park's policy initiatives which could deter relations with the opposition parties.

    The professor went on to say that the status of the newly elected leadership will not be as important as that of previous chiefs who led the party.

       

       

    "The role of the chiefs of both rival parties will not be that important since parliamentary elections are over and as parties will undergo a transition phase for the presidential election."

       

    Yet, party members who are close to President Park said the new chief will be able to draw 20 percent of support from voters from the Jeolla-do region in the next presidential election.

    The lawmaker currently represents Suncheon,... Jeollanam-do Province... a stronghold of the opposition.

       

       

    "The newly elected chairman is expected to manage party affairs with a firm grip to regain the public's trust, and during his term, he will be banned from running in the presidential election.

    Title: S. Korea's top diplomat in Beijing clarifies Seoul's stance on THAAD deployment to China's top nuclear envoy

       

    South Korea switches over from a rather passive approach in dealing with China's opposition to its decision to deploy a sophisticated U.S. missile defense to the Korean peninsula.

    Seoul's senior official held talks with a high level Chinese official in Beijing to explain South Korea's firm stance on bringing the THAAD battery here.

    Our correspondent in charge of North Korean affairs, Connie Kim.

    South Korea's top diplomat in Beijing has clarified Seoul's stance on the THAAD missile defense system to China's special representative for the Korean Peninsula.

    South Korean Ambassador to China Kim Jang-soo and China's top nuclear envoy Wu Dawei's meeting marks the first time the South Korean government has delivered its position to Beijing through an official diplomatic channel since the THAAD deployment to South Korea was confirmed last month.

       

       

    "The two have exchanged views on North Korea's missile launch and the situation on the Korean peninsula. China on its side has reiterated its stance on the deployment of the THAAD battery to South Korea."

       

    Beijing has long been against the deployment of THAAD to South Korea citing it will undermine regional stability and Chinese security interests.

    And since the announcement of the site in South Korea where THAAD is expected to be stationed, Beijing has seemingly started a backlash on South Korea's travel and entertainment industries,while staying reluctant to punish Pyongyang for its continuing missile provocations.

    Ambassador Kim's move is being seen as a more active approach by the South Korean government to deal with China's intensifying criticism,... as opposed to its earlier defensive mode.

    It also appears to be a shift away from the "parliamentary diplomacy" opted by six South Korean lawmakers of the main opposition,... as they traveled to Beijing this week.

       

    However, despite South Korea's diplomatic efforts to ease tensions with China,. Beijing doesn't seem to be quelling its strong stance against the THAAD deployment.

    Chinese experts who have been in the forefront of raising their voice against THAAD have reportedly emphasized the problems of the system's radar.

    South Korean opposition lawmakers on their side are said to have explained how the two nations should resolve this difficult situation together.

       

       

    "The two sides reportedly exchanged constructive ideas on how to improve bilateral relations, but polarized opinions regarding the THAAD issue are expected to continue for the time being with Seoul's ministry of foreign affairs saying it will continue government-level talks with Beijing over the anti-missile defense system.

    Title: S. Korean Air Force to bring in Taurus missiles this year

       

    South Korea's Air Force is planning to bring in dozens of air-to-ground guided missiles before the year's end... to bolster its defenses against North Korea.

    According to Seoul's military officials, the missiles, which can be carried by the country's existing fleet of F-15K fighter jets, will be able to strike Pyongyang from Daejeon - which is some 160 kilometers south of Seoul.

    This comes as the United States approved the exports of miltiary GPS receivers that can be attached to war planes.

    These receivers are what makes the Taurus missiles jamming proof and as they would be unaffected by North Korean GPS.

    The German-made Taurus are scheduled to be brought in by November and will be a key asset in South Korea's Kill Chain system, designed to carry out a pre-emptive strike on the North's weapons.

    With that, South Korea will become the first Asian country to operate Taurus missiles that have a range of over 500 kilometers.

       

    Title: Olympic Wrap up

       

    Day four of the Olympics is under way in Rio...but Team Korea are still recovering from a bad day of results on Monday.

    Here to bring you a round-up of those results we have with us Kwon Jang-ho.

    Tell us Jang-ho, where did it all go wrong?

       

    To be honest, I don't know Conn-young. It's hard to explain and we can just say it was a bad day in the office for almost all of Korea's athletes.

    Let's start with the Judo first, where we had two strong medal prospects in the men's 73-kilo category with An Chang-rim and in the women's 57 kilogram class with Kim Jan-di . They were world number 1 and 2 in the weight class respectively, but both were knocked out in the top-16 round of their competitions.

       

    The next shock loss was in the fencing where Kim Ji-yeon was looking to defend her Olympic title in the women's individual sabre events, but also failed to get past the top 16 round as well.

       

    But perhaps the biggest upset for Team Korea on Monday was in the archery, where top ranked Kim Woo-jin crashed out in the second round of the men's individual event to Indonesia's Riau Ega Agatha who is only ranked 29th. Not only is Kim world number 1, but he also set a world record score in the ranking round on Friday. He also didn't shoot slower than nine on Saturday, whilst winning the team event gold...but strong winds and perhaps some nerves got the better of him, at one point shooting an uncharacteristic seven, followed by three eights.

       

    There were other losses throughout the day as well.

    The women's volleyball team lost 3 sets to one against Russia, and the women's handball team also lost 28-31 to Sweden as well. They've now suffered two losses and will have to start winning quick to get out of the group stages.

    Also, all four of Korea's table tennis players were knocked out in the third and fourth round of matches on Monday as well.

    All these losses have really dented Korea's chances of achieving its pre-Games target of a top 10 finish, with 10 gold medals.

    So far Korea only has two golds coming from the men and women's team archery events, and although there are still plenty of medals to be won, on this current form winning eight more golds is going to be a tough ask.

       

    Wow, so really not a great day for Team Korea, but I understand Olympic champion Ki Bobae at least go through her rounds in archery without too much fuss.

       

    That's right, that was one silver linings on a day to forget for Korea.

    The defending champion in women's individual archery, Ki Bo-bae, progressed into Thursday's Top 16 round. She said she brought extra focus after witnessing her men's teammate crash out earlier in the day.

       

    Now turning to other stories coming out of Rio, the drugs scandal continues to cause controversy, especially in the aquatics stadium.

    U.S. swimmer Lilly King won gold in the 100-meter breaststroke, beating Yulia Efimov of Russia who served a doping ban before being cleared last minute to compete in Rio.

    After the win King did not mince her words saying "I showed you can still compete clean and win."

       

    Record medal-winning swimmer Michael Phelps also had a few harsh words to say, saying the situation was sad. In a rather odd note, Russia state TV gave a...sort of response to Phelps, saying his practice of "cupping" -- the Asian therapy technique involving suction cup, -- was comparable to using meldonium, the substance that was Russian tennis star Maria Sharapova tested positive for earlier this year.

    Although the cupping has currently risen in popularity among the U.S. athletes, there is no scientific evidence suggesting that it actually improves recovery or performance.

       

    Brazil recorded their first gold medal of these Olympics.

    Rafaela Silva won the 57kg women's judo competition on Monday evening, and it was a momentous occasion for an Olympics that has been mired in controversy.

    It was all the more symbolic as the 24 year old comes from Rio in the notoriously dangerous and crime-ridden Cidade de Deus or City of God favela, made famous in the film of the same name.

    She's a success story that the Rio Olympics can be proud of.

       

    That was the round-up of day 3, now here are some of the key events to look out for on Day 4 of the Olympics.

    As Rio is busy carrying out its duty as the host city of the 2016 Summer Olympic Games... another group of people are just as busy - they are the organizing committee for the upcoming Winter Olympic Games in Korea's alpine town of Pyeongchang. That in 2018.

    Our Shin Semin is on the ground... she joins us from Rio.

    Semin, so you've had a peek at the PyeongChang 2018 House set up along the beach there.

    "Day by day, as the Rio Olympics nears the end of its 17-day sporting journey,... it's also setting an alarm clock for the 2018 Winter Olympics.

    And the organizers of the PyeongChang games are busy imprinting the image of the next winter Olympics on sports fans in Rio."

       

       

    "Connecting the Passion" brought on by the Rio Olympics to the upcoming PyeongChang 2018 Winter Games,... that's what Korea's Winter Games organizers, the Korea Tourism Organization and the tourism ministry are hoping for at the moment while in Rio.

       

       

    "The distance and the 12 hours-time difference mean nothing to us. Because the Olympic Games are the festival where people across the globe meet and build friendships regardless of distance between countries, location, religion or race."

       

    Time is of essence for the PyeongChang organizing committee,... with less than 550 days to go until hosting the next Winter Games.

    The PyeongChang 2018 House located on Copacabana beach has brought a piece of the alpine city of PyeongChang to Rio.

    Through Korea's cutting edge technology, visitors can get a first look at the silver-snow covered host city of the next Winter Olympics."

       

    Offering an opportunity to try out winter sports like ski jumping through a 4-dimensional virtual reality simulator, visitors can feel a step closer to the alpine city while being under the tropical sun of Rio.

    And Korea's wireless carrier KT unveiled the world's first ever fifth generation network that connects two very different cities halfway across the globe simultaneously.

    Such efforts, according to the IOC coordination commissioner, are necessary to drum up support for the next Olympics.

       

       

    "As days pass by, PyeongChang Olympics is more ready. And through this event, I hope more people learn about the next Winter Olympics, and hopefully bring another successful Olympics."

       

    While speeding up preparations for the Winter Games, with a series of test events lined up this November,PyeongChang Olympic organizers in Rio are embodying the spirit of the games, at least for now.

       

       

    "And hopes for the Pyeongchang Olympics are high,... just as the Rio Olympics has been smooth sailing so far, Connyoung?"

    Title: Finance minister calls for swift passage of budget supplement bill

       

    The Korean government has called on lawmakers to quickly pass a budget supplement bill,... in broader efforts to breathe life into the ailing economy -- suffering from slowing exports and corporate restructuring drive.

    Kim Min-ji reports.

    A delay in the passage of a supplementary budget bill could stall potential progress, as this is the right time for Korea to revive momentum for economic recovery.

    That's according to Finance Minister Yoo Il-ho,... who called for its swift parliamentary passage.

       

       

    "The extra budget bill will have less effect if we miss out on the right timing -- it could result in the loss of as many as 68-thousand jobs,... as well as place a heavier burden on low-income households due to delays in payments of emergency funds."

       

    The government announced a budget supplement worth roughly 10 billion U.S dollars in June,... to cushion the impact of the government's push for corporate restructuring,... as well as to boost job creation.

    The bill was submitted to the National Assembly in late July and slated to pass this week -- but opposition lawmakers have refused to follow the schedule,... saying other issues at stake -- such as the deployment of a THAAD battery to the country -- should be dealt with first.

       

    Yoo added that it's important to put the budget supplement to use starting next month,... to counter effects already emerging from restructuring in key industries.

    Such is the case with shipbuilding, where unemployment rates in areas where the country's main shipbuilders are concentrated are further expected to spike.

    On top of that, exports, once the main drivers of the economy,... have also fallen every month for over a year and a half now,... due to weak global demand and growing competition.

    An expiration of a cut in consumption taxes,.... is also dimming the prospects of improvement in domestic consumption.

    Title: Trade ministry indicates reform of electricity billing system unlikely

       

    As record high temperatures persist here in Korea... more households have been turning up the AC... but with extra caution concerned about their utility bills.

    That's because of a unique billing system on electricity usuage in this country. Many are calling for a reform of the current cumulative scheme... but the Korean government made clear today that such reform is unlikely.

    Oh Jung-hee has the details.

       

    The head of the trade ministry's energy and resources office told reporters on Tuesday... that reform of the current electricity billing scheme could produce an unfair system, as people who use less electricity will have to pay more, and people who use more will have to pay less.

    He said the government cannot adopt a lower price for electricity usage and also encourage greater use,... as the nation's electricity usage is already at its peak due to the sweltering heat.

       

    Households are divided into six groups depending on the amount of electricity usage,... and the unit price becomes greater as consumers use more electricity.

    People who use the most electricity, or over five-hundred kilowatt-hours, pay almost twelve times more than those who use the least electricity, or less than one-hundred kilowatt-hours.

    Consumers have also said the progressive billing system is unfair because it only applies to households -- not to companies or those registered as businesses.

    Experts agree with consumers,... saying that the current cumulative scheme is outdated.

    It was first adopted in the midst of the 1970s after the oil crisis,... in order to cut power consumption by imposing higher rates on heavy users... and to protect low-income families who use less electricity.

    But with the increase in electronic appliances these days, people's electricity usage has generally increased across the board.

       

       

    "The current progressive billing system is ineffective because households' electricity usage has risen continuously. It would be better to divide consumers into three to four groups, instead of six."

       

    The expert added that the price difference between the low-use group and the high-use group is too extreme... at twelve times... and called for the difference to be lowered to just two to three times as much.

    Title: Staying indoors is not always the best way to avoid heat-related illnesses

       

    An exceptionally hot summer has resulted in a growing number of reported cases of heat related illnesses such as heat stroke and exhausion.

    To avoid such illnesses, we normally stay out of the sun, and avoid outdoor activities...but experts say staying at home is not a guarantee of safety.

    Lee Minyoung reports.

    If you want to avoid heat-related illnesses such as heat stroke and heat exhaustion,... conventional wisdom suggests that it's best to just stay indoors and keep out of the sun.

       

    However, the Korea Centers for Disease Control and Prevention say it is possible to catch a heat-related illness at home.

       

    According to data released by the center, two out of ten patients suffering from illnesses caused by the sizzling summer heat,... had actually contracted them indoors.

       

    The total number of patients suffering from heat-related illnesses between the end of May and last Sunday, was about 11-hundred,... with nearly a fifth of them becoming ill while indoors avoiding the sun.

    Most of these patients became ill while staying at home...but many laborers working in hot conditions had problems too.

    Those who had gone for a sauna were also susceptible to such illnesses.

       

       

       

    "Normally people think being exposed to the sun for a long time is the main cause for such heat-related illnesses but this is not true. The temperature of the place is what matters the most. Even if people stay indoors, they can get heat stroke if their body temperature rises because of the heat."

       

    Experts say those who may have contracted a heat-related illness experience dehydration, dizziness, nausea or even vomiting.

    Especially, young children and elderly people are known to be more vulnerable to such illnesses.

    Also those with underlying medical conditions, especially cardiovascular diseases, should be extra careful.

       

       

       

    "The best way to ward off heat-related illnesses is to drink plenty of cold water throughout the day. Also it's better to drink sports drinks as they rehydrate the body faster than plain water. "

       

    The expert added that keeping your living space air-conditioned and getting enough rest is also a sure way to safeguard against heat-related diseases.

    Title: Korean victims of toxic humidifier sterilizers reject compensation plan

       

    Earlier this month, Oxy Reckitt Benckiser, the Korean unit of the British company unveiled its compensation plan for families and victims of the now infamous deadly toxic humidifier disinfectant scandal.

    Not only are the victims in Korea unhappy with the plan, but many attorneys don't find it reasonable as there is quite a gap between what's been offered to Korean victims and what would have cut it in Europe.

    Reckitt Benckiser's double standards - our Lee Jiwon has more.

       

    Victims of toxic humidifier sterilizers made by UK-based Oxy Reckitt Benckiser have again raised objections to the company's compensation plan.

    At a press conference in front of the firm's Korea office on Tuesday,... the victims, their families and civic groups said they should be offered the same compensation as what victims in Europe would have gotten.

    They said the current compensation plan only covers victims with lung damage classified as level 1 or 2, which involves the respiratory disease... pulmonary fibrosis,... and not the less serious but still harmful level 3 or 4.

    They also say the monetary compensation is only about half of what their lawyers were seeking, not to mention that it is far lower than what it would have been in Europe.

    The proposed compensation package covers only the victims' medical expenses and provides up to three-hundred-15 thousand U.S. dollars to the families of adults who died or suffered severe illness... and nearly 900-thousand dollars for infants and children.

    The victims argue that if this had happened in the U.K., the firm would have had to pay a fine worth 10-percent of their sales, or about 1-point-6 billion U.S. dollars, in addition to individual compensation for each victim.

       

    The civic groups called on the company to withdraw the compensation package and for the CEO, Rakesh Kapoor, to offer an official apology at a future parliamentary hearing.

    Victims are also urging the government and parliament to implement a separate compensation system and allow a class action lawsuit for punitive damages.

       

    The toxic humidifier disinfectant made by Oxy's Korea unit is believed to have caused the deaths of 70 people and made another 177 people ill.

    The case came to light after four pregnant women died of lung problems from unknown causes in 2011.

    Title: Microrobots that look and move like bacteria developed

       

    In the 1966 film Fantastic Voyage, scientists at a laboratory shrink a submarine and its human crew to microscopic size and then inject the vessel into an ailing scientist. Once inside, it motors its way through the bloodstream and into the brain, where members of the crew perform delicate surgery.

    Well, fastforward to 2016... and that notion of performing medical procedures at microscopic scales is now slowly sneaking out of the realm of science fiction.

    Engineers in Korea have found ways to take robotics to the limits of size and function. Our IT and Science Front this week - this piece by Kim Ji-yeon.

    Robots depicted in sci-fi movies are gradually becoming a reality... as researchers are making technological strides to improve their lack of mobility and biologically compatible materials.

    A team of researchers in the Department of Robotics Engineering at the Daegu Gyeongbuk Institute of Science and Technology say they've developed ciliary-shaped microrobots that can "swim" or "move" freely by means of lateral filaments that they use to stroke back and forth,... and to shift angles from zero degrees to 120-degrees... just as bacteria would

    placed inside a human body.

       

       

    ""The microrobot has the potential to fundamentally change future treatment methods by facilitating drug delivery or targeting specific cells in the human body."

       

    Current medical treatment methods involve the injection of drugs on muscles or through the digestive track,... that will then enable the drug to circulate the patient's body before it reaches the part that needs treatment.

    The problem, however, is that conventional methods cause various side effects, including weakening of the immune system and overdose.

    But with the remotelly-controlled microrobot, the delivery of drugs is expected to be safer and more accurate, with the robot set to be removed from the body once it completes its mission.

       

       

    "The latest development has also been able to overcome one of the most difficult challenges confronted by previous microrobots,... which is mobility inside blood veins and navigation toward the target location."

       

    The 220 micrometer-long, 60 micrometer-high robot is almost invisible to the naked eye.

    It can move 340 micrometers per second... more than a minimum eight times faster than microrobot predecessors.

    Its high mobility comes from its three-dimensional structure and processing technology... similar to those made by 3D printers.

    Nikel, titanium and cilium are layered to form the microrobots,... using 3D laser lithography,... and due to the magnetic forces generated in the polymer structure... researchers are able to control the movement of robots precisely inside the body,... whether it's the brain, the eyes or the liver.

    The next phase of the research is to develop various types of microrobots that are specifically designed according to its destination inside the human body.

    The team also plans to work on making the microrobots biologically fully compatible so that they can safely dissolve once they reach their destinations.

    Title: Scorching summer heat, passing showers in some parts

       

    For those of you in Seoul, you might have expected some relief from the heat this afternoon after the sudden showers that fell in the capital, but it was a definitely NO as they only left more humidity in the air. For the weather updates, let's go to Lee Jeehyung at the weather center. Jee-hyun, whether it rains or shines, literally, heatwave alerts are still in place across the nation...including Seoul.

       

    Conn-young, yes, the heatwave warning in the capital has been in effect since last Wednesday, and the weather agency announced that it will remain in place until this Friday.

       

    Yes, it certainly is impossible to go outside without breaking into a sweat, but conversely, it is unbearable to stay inside after the sun sets due to the tropical night conditions

       

    That's right, they have been a mayor source of discomfort as of late. In fact, the number of tropical nights this year so far comes to 2nd place after 1994. These steamy conditions, during the day and night, will continue until next Monday then things will gradually get better.

       

    We will see a repeat of today's weather patterns tomorrow with the Jeollado provinces expecting some isolated rain during the day.

       

    As for the readings,

    Seoul and Busan will have a low of 26 degrees Celsius tomorrow.

       

    For the highs,
