We begin with news of yet another provocation by North Korea...
North Korea launched a ballistic missile from a submarine off its east coast in the early morning hours today... in clear defiance of an international ban.
Let's go live to our Kim Hyunbin at Seoul's Ministry of National Defense.
Hyunbin, what's different about this missile launch compared to previous ones?
Good evening, Conn-young.
First, the distance of travel.
Ministry officials say they tracked the submarine-launched ballistic missile as it traveled some five-hundred kilometers before coming down in the East Sea.
The S-L-B-M was fired from a sub in waters off the eastern city of Sinpo at around 5:30 am, Korea time... breaching Japan's Air Defense Identification Zone by about 80 kilometers - that's according to Seoul. This is what they had to say.
"North Korea's SLBM launch is a threat to South Korea's security and we caution that the act is a clear violation of UN Security Council resolutions. We will maintain joint defense readiness and counter any provocations from the North."
Military officials say the SLBM was shot at a high angle and if fired properly it could well have traveled more than one thousand kilometers.
The JCS says the launch was an "armed protest" against the annual South Korea-U.S. military drill known as Ulchi Freedom Guardian, which started on Monday.
North Korea, which had earlier threatened to retaliate,... sees the exercise as a rehearsal for a northward invasion,... but Seoul and Washington have repeatedly said the drills are purely defensive in nature.
Hyunbin, what are we making out of the North's missile technology?

The South Korean military says North Korea has made major improvements in terms of its SLBM technology since previous launches,... adding that if the missile was fully fueled the it could have flown more than two thousand kilometers.
Officials say the military will remain on high alert and is ready to counter any further provocations.
Because the missiles are practically impossible to detect before launch, North Korea's SLBMs pose a particularly serious threat to regional stability and South Korea's national security.

So how threatening is North Korea's SLBM launch this time?
Based on the results of Wednesday's launch, experts in Seoul say the North could have fully operational SLBM by the end of this year.
Connie Kim has this analysis.
North Korea's submarine-launched ballistic missile fired on Wednesday is being considered a success by North Korea experts in South Korea, in terms of technological development.
The distance of 500 kilometers covered by the rocket far exceeds Seoul's standard of 300 km for an SLBM launch to be deemed as successful.
This is the third SLBM launch this year following the ones in April and July.
While there are three levels of development for submarine-launched ballistic missiles until they are considered fully operational, most experts say North Korea has succeeded in its test flight stage.
"It seems like North Korea has completed its initial undersea ejection stage. That means Pyongyang has entered its test flight stage and will continue to fire its submarine-launched ballistic missiles to improve its technology."
Military officials say, considering the results of Wednesday's launch, that North Korea could have fully operational SLBM as early as the end of this year.
This could pose a great threat to the region as such missiles could cover all of Japan when fully charged.
Experts say that the U.S.-made anti-missile system THAAD is effective enough to tackle the North's SLBMs, but even so, South Korea could be caught off guard if they are fired from a lower range of THAAD's shooting altitude.
To that the general consensus is that Seoul must establish an undersea Kill Chain to respond more effectively to the North's advancing SLBM technology.
Concerns are now building up that North Korea will go ahead and work on developing on a nuclear-powered submarine.

Title: S. Korea, U.S., Japan and China all condemn N. Korea's SLBM launch
South Korea, the U.S., Japan and China all condemned North Korea's submarine-launched ballistic missile test on Wednesday.
They also urged the North not to take any action that would further raise tensions in the region.
Our Ji Myung-kil has more.
South Korea's presidential office of Cheong Wa Dae reacted quickly to North Korea's launch of a ballistic missile from a submarine by convening a National Security Council meeting on Wednesday to formulate a response.
The Foreign Ministry condemned Pyongyang for the launch, a show of the North's improving technology and a violation of UN resolutions.
"North Korea should realize that if it only pursues its nuclear and missile capabilities, it's pursuing its own destruction... by bringing about more sanctions and diplomatic isolation."
U.S. Pentagon spokesperson Gary Ross said Washington was prepared to defend itself and its allies from any attack or provocations by North Korea.
Japanese Prime Minister Shinzo Abe said this was the first time a North Korean missile has landed in Japan's air defense identification zone, calling that a grave threat to Japan's security.
"I firmly protest against North Korea's unforgivable action in obvious defiance of UN Security Council resolutions. Japan will deal with it resolutely and in cooperation with the U.S., South Korea and the UN."
Meanwhile, China's Foreign Ministry called on all sides to refrain from actions that could increase tensions following the launch.
"The situation on the peninsula is complicated and sensitive. We think that all parties in question should avoid actions that might cause tensions. Everyone has the responsibility to jointly maintain peace and stability in the region."
All four countries urged North Korea not to raise tensions further and focus instead on taking concrete steps toward fulfilling its commitments and international obligations.

Title: High risk N. Korea's threats could be acted on by insecure regime: President Park
President Park Geun-hye, meanwhile, visited a front-line army unit for a field inspection.
The commander-in-chief called on her troops to... not waste a second and strongly retaliate in case of any North Korean provocation.
Our top office correspondent Song Ji-sun reports .
Hours after the North's missile launch, as scheduled, President Park Geun-hye visited a frontline army unit taking part in the South Korea-U.S. Ulchi Freedom Guardian joint exercise - her first field inspection for these drills outside of command and control.
President Park stressed to the troops that Pyongyang's nuclear and missile threats are no longer just a possibility but a reality,... and a challenge that falls to the military in its role of defending the nation.
"Given that North Korea is run by an irrational, one-man dictatorship, and given its leader Kim Jong-un's unpredictable personality, there's a very high chance that threats like this could be put into action. With the North more isolated, its economy deteriorating, and even high-ranking officials defecting to the South, Pyongyang's belligerence could take many forms as it tries to contain internal unrest."
Having already warned of the possibility of a North Korean provocation before the UFG drills began on Monday, President Park said key to the peace is security... in the defense of freedom and democracy.
"To enter a new era, we must arm ourselves with a firm security posture and join forces with the international community to put an end to North Korea's provocations and its brutal actions, which have gone on for more than half a century."
"Showing her trust for the military and thanking their efforts... President Park ordered full defense readiness to protect the nation and the people of South Korea.

As the North ratcheted up tensions in the Northeast Asian region... the foreign ministers of Seoul, Tokyo and Beijing just so happened to be gathered in Japan for a trilateral meeting.
Their conclusion upon news of Pyongyang's missile launch: Let's take joint action in countering North Korea's nuclear and missile threats. While they all agree on this... Beijing remains on a slightly different page.
How? Here's Kwon Soa.
North Korea's test of a missile launched from a submarine... was conducted on the same day South Korea's Foreign Minister Yun Byung-se and his Japanese and Chinese counterparts,... Fumio Kishida and Wang Yi,... met for foreign ministers' talks in Tokyo on Wednesday,... demonstrating a need for strong trilateral cooperation.
"We confirmed our common understanding that we will not tolerate the North's nuclear program and we will work to prevent further provocative actions and implement the UN Security Council resolutions against North Korea."
"In today's meeting, we agreed to lead the international community's response ... and urge North Korea to both refrain from further provocative actions and comply with UN Security Council resolutions."
China agrees with its counterparts regarding North Korea's missile and nuclear program:
"China will continue to uphold the denuclearization of North Korea."
But while South Korea and Japan are currently moving to keep up the pressure on the North...
" continue to uphold the use of dialogue and consultations to resolve the issue."
And that's not the only difference.
Seoul and Beijing are at loggerheads over the deployment of a U.S. missile defense system to the Korean peninsula,... and prior to the trilateral meeting on Wednesday,... Minister Wang once again expressed China's opposition,... to the THAAD system at a one-on-one with Minister Yun.
According to Seoul's foreign ministry,... the two agreed to keep in touch on the issue,... with Minister Yun saying that a single issue should not be the thing that hampers their bilateral relationship.
"Talks on extending that relationship could take place later in the year,... as the three ministers agreed to work toward organizing a summit for their heads of state,... following a similar meeting in Seoul last year.

Title: Japanese FM confirms cabinet approval of cash transfer for Seoul-based 'comfort women' foundation
On the sidelines of the trilateral talks, the foreign ministers of Korea and Japan discussed the progress made so far in implementing a landmark deal for Tokyo to provide direct help to the Korean women it sexually enslaved during World War Two.
The Japanese foreign minister conveyed the news that Japan's cabinet has approved the transfer of the money it promised.
Oh Jung-hee has the details.
The foreign ministers of Korea and Japan -- who last year struck the so-called "comfort women" agreement -- met again on Wednesday afternoon... to confirm they're one big step closer to fulfilling the deal.
Japanese foreign minister Fumio Kishida took the opportunity to tell his Korean counterpart Yun Byung-se... of the Japanese cabinet's approval earlier in the day of a transfer of one billion yen, or roughly ten million U.S. dollars,... to the Seoul-based "Reconciliation and Healing" foundation.
On hearing the news, Minister Yun commented that the provisions of the deal are being carried out smoothly.
The two foreign ministers reaffirmed that their countries will work together closely... to heal the scars and restore the dignity of the sex slavery victims.
In last year's agreement,... Tokyo apologized for its wartime atrocities,... and pledged a financial contribution to launch the "reconciliation and healing" foundation to help surviving victims.
The money for the foundation will be disbursed from reserve funds in Japan's budget,... and therefore won't be debated by parliament.
The exact date of the cash transfer has not been officially announced, but there's been speculation it could come by the end of this month.

A magnitude 6.2 earthquake struck central Italy overnight followed by series of strong aftershocks collapsing homes, rattling buildings as far away as Rome and Venice. The death toll there is on the rise as we speak.
Now we're working to get a picture of the situation in the quake zone.
Philip Willan is in Italy for us and he joins us live.
Now Philip, what are we learning as of now?
I know that the death toll has been on the rise as rescuers discover more people under the rubble. Where does the death toll stand as of now and casualty numbers as well?
The Italian government has begun its response to that disaster. Have we heard anything from the federal government or the provincial or regional government of Italy there?

Title: Ruling party and gov't agree to increase 2017 budget by about 3.7%
The ruling Saenuri Party and the government have laid out plans for next year's government budget,... even as lawmakers remain locked in debate over a budget supplement for this year.
Park Ji-won has the latest from the national assembly.
The ruling Saenuri Party and the government have agreed to increase the national budget for next year by about three-point-seven percent.
Under the plan, laid out during a meeting on Wednesday, the budget will likely surpass 400 trillion won, or 357 billion U.S. dollars,... the largest ever for the country.
The rise mostly stems from plans to increase funds for job creation, especially for young job seekers and the elderly.
The allocation for job creation as a whole is about 10 percent higher than in the previous year, while the sum for youth job creation is more than 15 percent higher.
The budget for culture, sports and agriculture will likely also see sizeable increases.
Finance Minister Yoo Il-ho , who was at the meeting,... urged lawmakers to pass a pending bill for a multi-billion-dollar budget supplement for this year.
He emphasized it must be passed before the Chuseok holiday next month... to bring about the maximum benefit to the economy in the second half.
Meanwhile, the political parties are still wrangling over whether to deal with the budget supplement first or finalize the witness list for two upcoming hearings.
The ruling Saenuri Party urged the opposition parties to pass the budget bill,... saying that if they fail, the economic potential... will be lost.
"Although the budget supplement aims to stabilize people's livelihoods amid the crisis in the nation's shipbuilding industry, the opposition parties are politicizing the budget issue,... which will block job creation efforts."
The main opposition Minjoo Party wants to first hash out the witness list for two planned hearings.
"The hearings should delve into how and why the shipbuilding industry has reached this point, especially the accounting fraud committed by Daewoo Shipbuilding and Marine Engineering, and the public should be told about the results. Only then can the budget supplement be truly meaningful."
"Amid the tug-of-war between the two parties,... the minor opposition People's Party has volunteered to act as the mediator. It says it will propose the parties hold the hearing negotiations and budget deliberations at the same time.

Title: Korea's birthrate among women in late 30s sees record high
A slight uptick in the number of newborns in this country in 2015... still Korea remains at the bottom among members of the OECD when it comes to fertility rate.
What's notable though is that the number of women giving birth in their late 30s saw a significant boost from previous data.
Our Lee Unshin reads into the numbers for us.
Korea saw the highest birthrate among those in their late 30s in 2015, according to the latest data.
According to Statistics Korea on Wednesday, the birthrate among women in the age range between 35 and 39 stood at 48.3 in 2015, a record high as well as a nearly 12 percent increase compared to the year before.
Along with that, the birthrate for the age group of 30 to 34 also saw an increase of 2.5 percent between 2014 and 2015.
And the average age of Korean women giving birth for the first time stands now at 32-point-2,...also a jump of 0.2, than the previous year.

"Nowadays, Korean women are deciding to wait until later in life to get married, due to a number of reasons, but the biggest one in my opinion, is the desire to invest more time and energy on themselves first....which explains why women in their 30s have a higher birthrate than women in their 20s."
The nation's total projected number of children born per one woman, known as 'total fertility rate'...was 1.24 in 2015, an increase from the previous year's rate of 1.21.
The recent hikes in birth and fertility rates, in other words, represent nearly 3,000 newborns between 2014 and 2015.
However, these figures are still significantly lower compared to the OECD average of 1.68.
Moreover, of all 34 OECD nations, the only country that has a lower fertility rate than Korea is Portugal, with a rate of 1.23.
Although there have been gradual increases in birth and fertility rates, experts say that it may still take a while for Korea to see a significant boost in population growth.

Title: Audi Volkswagen Korea to recall over 1,500 cars for coolant defect
Already embroiled in an emissions scandal, Audi Volkswagen Korea is once again facing public ire,... this time over a manufacturing defect... in vehicles of its Audi unit.
It's recalling over 15-hundred A8 cars in Korea... Seoul's transport ministry says it's the first country where the German automaker is recalling the model for such a defect.
Lee Jiwon brings us this report.
Audi Volkswagen Korea is set to recall more than 15-hundred of its Audi A8 model due to a coolant leak that can cause the engine to stall while the car's in motion.
Following an investigation that began last September, Korea's transportation ministry said Wednesday that a defect in the car's coolant control valve allows fluid to leak into the engine control unit,... causing the fuel pump to stop and the engine to stall.
The recall affects a total of 1-thousand-534 Audi A8s manufactured from July 2010 to April 2012. Starting Thursday, owners can bring their cars to an Audi customer service center to have the affected parts repaired at no charge.
The ministry added that the investigation began amid a stream of similar cases,... and noted that Korea is the first country to initiate a recall on this model.
Since February, in lieu of a recall, Audi Volkswagen had offered free repairs,... saying the defect is not a serious safety concern as drivers still have one to two minutes until the car comes to a complete stop.
But the ministry ordered a recall in June, and received a plan from the German automaker last week obligating it to notify affected customers of the problem, repair the cars and pay them back for any relevant repair costs made prior to the recall.
Audi is expected to expand the recall to other markets, including the United States. Lee Ji-won, Arirang News.
Title: Korean agency celebrates 40 years of progress in intellectual property
The Korea Intellectual Property Office held a special event on Wednesday to celebrate 40 years of contributions to scientific progress,... and its success in sharing technologies with other developing countries. Our Kim Jung-soo has more.
In less than half a century, Korea has transformed itself from a mere receiver of breakthrough technologies... into an active producer and distributor of scientific knowledge.
To celebrate the country's progress and announce its plans for the future, the Korean Intellectual Property Office held a special ceremony on Wednesday, called "Global IP-Sharing Korea."
At the COEX convention center in Seoul,... it was held alongside a conference called "Patent War 2016," where more than 15-hundred people from more than a hundred global corporations discussed business strategy reflecting trends in intellectual property.
In the opening ceremony, the head of Korea's intellectual property office spoke on the country's willingness to share.
"Korea itself should be very proud of the fact that it can now offer assistance to other countries. As a nation we have always respected the principle of give & take. We have received valuable assistance during hard times and will gladly offer help in return. "
The current Director General of the World Intellectual Property Organization said he hopes other countries can follow in Korea's footsteps.
"The Korean story is of course a great story..but it is really heartening to see Korea sharing that experience and sharing that knowledge and intellectual assets and the financial support to enable others to embark on a similar journey."
To that end, the IP office says Korea is engaged in over 100 collaborative programs that help more than 50 developing nations.
For instance, the office provided Nigeria with a special pumping device that made it much easier for farmers to collect water from underground.
The office also used today's ceremony to showcase its IT-Panorama objective, which involves distributing Intellectual Property information and encourging IP awareness in both developed and developing countries through educational software and animation .
"As you can see from todays event, it seems that Korea's intellectual property community has a lot to be proud of. It also appears Korea is well on its way to achieving technological growth not just for itself, but for many other nations as well."

Title: Korea's Rio 2016 delegation arrive back in Korea after top ten finish
Korea's Olympic team returned to home soil earlier this morning after a Rio campaign that yielded 21 medals, including nine gold. Some team members had returned home already, but 70 athletes and a number of support staff landed to a jubilant crowd.
Our Shin Se-min was at Incheon International to greet them herself.
Proudly walking in with Korea's national flag,… the final group of Team Korea's Olympic heroes returned home on Wednesday, finishing up their 17-day sporting journey in Rio.
The group, comprised of 70 athletes and a number of team delegates, was welcomed with warm cheers and hugs from their family members and friends.
Taking center stage was a ceremony officially disbanding the squad.
Korea's Minister of Culture, Tourism and Sports, Kim Jong-duk, thanked all the athletes and the support staff for their stellar efforts in Brazil.
"We, as a nation are so proud of all of you. Your efforts in Rio, in the face of challenging conditions and security concerns, brought the Korean people so much joy and excitement. All our athletes showed great sportsmanship and competed in the events fairly."
Korea's rhythmic gymnast star, Son Yeon-jae, who fell short of winning a medal in Rio, said she will take a break to take stock of her future options.
"I have no regrets as I performed to the best of my abilities in Rio. I'm going to take some time off to decide what I want to do next."
And previous health concerns over the Zika virus seem to have evaporated.
Korea's Centers for Disease Control and Prevention says there haven't been any confirmed OR suspected cases of Zika among the almost one-thousand-strong Korean delegation.
It said the government and related health authorities will continue to closely monitor the members of the delegation over the next couple of weeks just to make sure there are no issues.

Title: S.Korea, China mark 24th anniversary of diplomatic ties
This year marks the 24th anniversary of diplomatic ties between Korea and the People's Republic of China.
Since 1992, the two countries have seen enormous progress in areas ranging from trade and economy... to culture and people-to-people ties.
Our Kim Hyesung looks back at nearly a quarter century of bilateral relations.
19-year-old Guo Yi is one of some ninety-thousand Chinese nationals who have come to Korea to study.
"I became interested in Korea's pop dance after watching Korean TV shows. So I decided to come and study here for at least 5 years, which I believe, will give me more opportunities in the field of K-pop dancing."
"Strengthening economic ties between Korea and China has led to an increase in people-to-people exchanges, with more people enjoying the other country's culture and studying their respective languages."
The number of Chinese studying in Korea has soared from just three in 1992 to 94-thousand as of last year.
Of course, the number of Chinese tourists visiting Korea continues to rise, many drawn by the so-called Korean Wave, or Hallyu -- but also by Korean cosmetics and food.
"I came here with my dad to try out different kinds of Korean food."
This love for culture is not a one-sided affair.
Last year more than 10 million tourists from the two countries visited each other.
In downtown Seoul, there's even a movie theater that exclusively screens Chinese films. Not to mention all the Koreans learning the Chinese language -- three out of four Korean universities offer courses.
"Chinese economy has grown enormously in recent years, which means more opportunities. Korea and China are close geographically and culturally, so I want to become fluent in Chinese so that I can act as a bridge between the two."
As such, South Korea and China are close partners,... but just a few decades ago such a rapport was unimaginable.
The two faced off one another during the Korean War and stood on the opposite sides in terms of ideology during the cold war era.
It was only after several rounds of confidential talks that Seoul and Beijing normalized diplomatic ties.
"August 24th, 1992 was a historic turning point for Korea and China, which reopened the door for diplomatic, economic and cultural exchanges between the two that had been cut off for almost a century."
Since 1992, the two countries have brought about a diplomatic renaissance unprecendented in speed or scope, from a complementary and friendly relationship to a strategic cooperative one.
Trade - the main driving force.
Bilateral trade has increased almost 40-fold, from 6.3 billion U.S. dollars in 1992 to 227 billion in 2015.
"Normalization of relations was an economic win-win for both Korea and China. Korea benefited from China's rapid growth by exporting manufactured goods while China benefited from Korean companies' investment, technology and know-hows."
Since 2010, the two sides have been seeing their economic relationship mature even further... extending to areas like finance and services, with growing foreign direct investment, currency swaps and direct trading in Korean won and China's RMB.
In the span of 24 years, Korea and China have become closer in various ways.
But as with any diplomatic partnership, not everything is rosy.
As North Korea ratchets up tensions in the region and the U.S. makes its so-called 'Pivot to Asia,' Seoul and Beijing face some challenges, such as narrowing their differences on how to resolve geopolitical security issues. The two have recently differed over South Korea's deployment of the U.S. THAAD missile defense system.
"North Korea remains a shadow over the two countries strengthening ties. As the geopolitical security environment in Northeast Asia gets even more complicated, the two countries will have to use their soft power to address the challenges."
The key will be how the two countries use their economic ties and public diplomacy to find a mutually beneficial solution.

Title: Hot and humid conditions across the nation
Time now for the weather updates. Let's head over to our Lee Jeehyun at the weather center. Jee-hyun, the prolonged heatwaves and lack of rainfall has been causing problems across the nation leading to droughts and algae growing in several major rivers.
That's right Conn-young. The picture behind me was taken at a reservoir in the Jindo area yesterday, in southeastern Korea. The drought's getting quite serious across the country.
This summer the peninsula got less than two-thirds the amount of rain it sees in an average summer. And in August we've seen less than 25 millimeters of rainfall nationwide. So it's been a tough month.
But some good news for the capital area, at least -- the heatwave warning was finally downgraded to an advisory this afternoon after 8 straight days of temperatures above 35 degrees Celsius.
However, tomorrow won't bring too much relief, with temperatures similar to today and a chance of sporadic showers later in the day near the capital.
