President Park Geun-hye calls for national unity over the governmnent's inevitable decision to deploy THAAD... saying a division in the South Korean society is exactly what North Korea is seeking.

Seoul's finance ministry says the tax code revisions to take effect next year will focus more on job creation than anythingelse.

Turkey's president declares a state of emergency for three months following last week's failed army coup. That will allow the president and cabinet to bypass parliament when drafting new laws.

It's Thursday, July 21st, 2016. Newscenter begins right now.

    Title: NEWSCENTER TITLE

    2015. 11. 2~

    Title: Opening

It is 9 in New York, 4 p.m. in Ankara, and 10 here in Seoul. Hello and welcome to our viewers all across the globe. You're watching Arirang Newscenter.

Title: President Park calls for national support on THAAD deployment at NSC meeting

President Park Geun-hye says the move to deploy a THAAD missile defense system was "inevitable" because of a growing threat from North Korea and that division in the South over its deployment is exactly what Pyongyang seeks.
Calling for national unity, the president even went on to say that she's open to suggestions if there were ANY other means to best protect the South Korean people from the North's increasing threats.
Our presidential office correspondent Song Ji-sun has more on the National Security Council meeting at the top office today.

Chairing the National Security Council meeting for the second consecutive week,... President Park Geun-hye called for national unity on countering North Korea's nuclear threats.

"Protecting the nation and its people is not just the job of the government and the president. Politicians and the people must also join forces to protect the nation, our families and our children. We are also detecting unusual movement from North Korea associated with its nuclear tests."

The president noted that the North could go forward with a nuclear test at any time now... and is reportedly increasing its military capabilities by the border for additional provocations.
Pyongyang launched three ballistic missiles on Tuesday in an apparent protest against Seoul and Washington's decision to deploy the U.S. missile defense system THAAD to the peninsula.
Opposition is strong within the South as well,... with some calling for a reversal of the decision.
Urging the opposing side not to politicize the issue, President Park asked whether they could propose an alternative.

"If there's any other means of protecting our people from North Korea's missile threats other than deploying THAAD, please make your suggestion."

"President Park called for cooperation from residents in the area where the THAAD battery will be deployed and said division in the South is exactly what the North wants. She vowed to protect the nation and stand strong under any circumstances in order to maintain stability in the country.
    Song Ji-sun, Arirang News."

Title: THAAD opposition rally end without big clashes

    In downtown Seoul today...
Thousands of residents of South Korea's southern county of Seongju gathered to protest against the government's decision to station the THAAD battery in their town.
Kim Mok-yeon reports... the rally ended relatively peacefully.

Residents of Seongju County staged a protest in downtown Seoul Thursday afternoon... demanding that the government retract its decision to deploy the Terminal High Altitude Area Defense system, or THAAD, to their town.
Many of the protesters said they opposed the move because the decision was made without taking into account public opinion.

"The procedure of the government making this unilateral decision without negotiating with Seongju residents is completely wrong. We gathered here to directly express our anger"

Protesters pinned blue badges and ribbons and held up Korean national flags and anti-THAAD banners.
Although more than 3,700 police officers had been dispatched in case of violent incidents, the roughtly two-hour long protest ended relatively peacefully.

After the rally, the organizers headed to the National Assembly and met with the ruling Saenuri Party floor leader to submit an official letter of protest.

Earlier in the day, President Park Geun-hye said that the move to deploy the THAAD system was "inevitable" because of the growing threats from North Korea.
Seoul's defense ministry has said it aims to have THAAD operational by the end of 2017.

    Kim Mok-yeon, Arirang News.

Title: U.S. lawmaker says THAAD poses no danger, wants one 'in my backyard'

These protests by the Seongju County residents, as we mentioned, are over concerns that the THAAD battery could pose negative health and environmental risks.
Seoul and Washington governments are making various efforts to prove and reassure the public such concern is absolutely unnecessary.
Our national defense correspondent Kim Hyun-bin reports.

South Korea's defense ministry says that it will conduct a complete environmental analysis of Seongju County before THAAD is deployed... in a bid to reassure the public that the missile defense system will do no harm to humans or the environment.

"A blueprint to deploy THAAD will come first and then we will conduct a complete environmental analysis."

The spokesperson added that conducting the environmental analysis and making a blueprint of the THAAD base... will take couple of months, but emphasized that it will all be complete before THAAD is deployed, which is scheduled for before the end of 2017.
Meanwhile, U.S. Republican Congressman Trent Franks has stressed that the soon-to-be deployed THAAD missile defense system poses no health risks to local residents,... hitting home his point by saying he would have one in his own backyard if he could.

"I will want THAAD outside in our backyard if we could get the military to put one there. I believe it will be a protection to my children and no danger to them."

Franks made the remarks Wednesday in a meeting with South Korean reporters as the U.S. seeks to reassure South Koreans that THAAD is safe.
He added that THAAD is the best way to protect against North Korea's missile threats.
He also pointed out that the system has an interception rate of 99 percent.

"THAAD has been a thoroughly tested system and it has been extremely effective. And I have witnessed a test with THAAD."

Protesters in South Korea claim the electromagnetic waves could harm local residents in Seongju County, despite Seoul and Washington's efforts to show the system poses no such threats.
    Kim Hyun-bin, Arirang News.

Title: Ministry of Defense says THAAD can strike down missile-attack on Busan

Meanwhile, another key question in the minds of many is whether the THAAD battery - when deployed to Seongju- can in fact effectively tackle North Korean missiles targeting South Korea's southeastern port city of Busan.
Our Kim Jung-soo turned to experts for their analysis.

South Korea's defense ministry has conducted a military simulation-test to verify THAAD's effectiveness against North Korea's Rodong intermediate-range ballistic missiles, the results of which it has declined to specify.
The simulation was conducted under the assumption that North Korea will attack the port city of Busan in South Korea by using the same type of ballistic missile that was test-fired on July 19.
North Korea launched three missiles from Hwangju, south of Pyongyang, towards the East Sea on Tuesday.
Those missiles were identified as two Scud tactical ballistic missiles and one Rodong missile.
The Rodong Missile is often recognized as one of the most difficult rockets to intercept, with a possible range of 1,300 km at speeds of Mach 7.

The simulation also assumed that North Korea will shorten the range of missiles to 600 km by firing them at a higher launch angle.
The distance between Hwangju and Busan is roughly 500 km, while Seongju, the chosen location to deploy the THAAD battery, is located 100 km away from Busan.

While the ministry has declined to release specific details, it has stressed that THAAD, with a effective range of 200 km, can stop Rodong missiles flying at altitudes between 100 and 150 km, which is impossible to do with the current Patriot missiles that have an operation altitude of 15 to 40 km.
Numerous experts have agreed on THAAD's effectiveness, and have also called for more preemptive measures by the South Korean military.

"Nuclear war is a game of seconds or even milliseconds. With THAAD, Seoul can defend itself from Pyongyang's initial offense and save enough time to muster an effective counterattack. The defense ministry also has to remember that the current THAAD system does not cover Seoul effectively, so it should look into further developing its Korea Air Missile Defense system."

"I have urged for the THAAD deployment from a very long time ago. As of now it is painfully clear that South Korea cannot stop North Korea's high-altitude attacks with its current arsenal."

The simulation comes amid a massive protest staged by residents of Seongju on Thursday to express their dissatisfaction with the government's decision.
    Kim Jung-soo, Arirang News.

Title: Tight schedule awaits South Korea's Foreign Minister at security forum in Laos

    On the diplomatic front...
Seoul's foreign affairs chief will be in Laos later this week to attend the ASEAN Regional Forum.
Not only will he use the multilateral gathering to take part in carrying out the ARF agenda this year... he is also set to hold a handful of sideline bilateral meetings with his counterparts.
What's grabbing more attention is that North Korea's foreign minister is expected to be in Laos for this year's forum... thus a possibility of a one-on-one between the top diplomats of South and North Korea.
Here's our Foreign Affairs correspondent Kwon Soa with more.

A full-packed schedule is in store for South Korea's top diplomat upon arriving in Vientiane,... the capital of Laos this weekend.
Seoul's Foreign Ministry announced Thursday, that Foreign Minister Yun Byung-se will not only attend five ASEAN meetings,... but also aim to have more than a dozen meetings on the sidelines.

"Currently talks with thirteen countries are being planned. It's expected to be a much tighter schedule than in previous years."

The ministry's spokesperson did not specify which counterparts Yun is expected to meet,... but he explained that many countries that have undergone governmental changes or have sworn in new foreign affairs ministers,... including Myanmar,... are included.

"Attention is especially focused on whether Yun could hold talks with his North Korean counterpart Ri Yong-ho,... who is expected to be at the ARF,... one of the rare international events the North regularly takes part in."

When asked about a possible one-on-one with the North,... South Korea's Foreign Ministry said no such meeting has been decided on.
On Ri's actual presence at the event,... officials speaking on condition of anonymity say the North Korean delegation has reserved a hotel near the venue.
The South China Sea dispute,... the deployment of the U.S. missile defense system THAAD to South Korea,... and North Korea's missile and nuclear provocations are predicted to top the agenda at the gathering.
Officials say,... it may be a challenge to issue a joint statement that sends a strong message on North Korea,... as the host country Laos,... has close ties to the communist regime.
    Kwon Soa, Arirang News.

Title: Turkey announces three months of state of emergency

Turkey woke up this Thursday to find their country locked in a three-month state of emergency... as declared by Turkish President Recep Tayyip Erdogan... after a deadly failed coup over the weekend.
The state of emergency gives Erdogan sweeping new powers that will allow him and his Cabinet to push laws quickly through Parliament and that will cripple the Constitutional Court over the period.
Our Oh Jung-hee has more on what this could mean for democracy there.
    3323
"We decided to recommend the government that a state of emergency be declared as per Article 120 of our constitution. This practice is absolutely not against democracy, the rule of law and freedoms,... but quite on the contrary, has the purpose of strengthening and protecting these values."

Turkish President Recep Tayyip Erdogan announced a three-month state of emergency on Wednesday, local time.
The president and cabinet can largely rule by decree... bypassing parliament in pushing new laws that may limit basic human rights.
Following the decision, Turkey will also temporarily suspend the implementation of its obligations to the European Convention on Human rights.
Amid tightening control, Turkish residents are divided on the announcement.
Some believe that the decision will further curb people's freedom, while others deem it necessary.

"I think it could make things worse in a country where there are no freedoms. We will probably have less rights now."

"I think this is the right move under the current circumstances. The coup was very wrong regardless of whether we support the ruling party or not."

Turkey has called on the U.S. to extradite U.S.-based muslim cleric Fethullah Gulen,... who's believed to have masterminded last Friday's coup attempt.
To this, U.S. Secretary of State John Kerry asked for concrete evidence before making allegations.

    3315
"They have apparently submitted something. That is accurate. And we know that that is on its way to us. I haven't seen it yet. ... But in my comments directly to the foreign minister of Turkey ... I said please don't send us allegations, send us evidence; we need to have evidence which we can then make a judgment about."

Meanwhile, Dutch, German and Canadian foreign ministers also expressed their concern about the scale of crackdown by Turkish authorities.
Turkish authorities have detained so far around 60,000 soldiers, police, judges, civil servants and teachers in relation to the failed coup.

Title: About 40% of job applicants seeking to become civil servants

Statistics Korea took an extra step analyzing the data from the Economically Active Population Survey compiled in May of this year.
And the results, annoucned on Thursday, reflected some surprising, and an uncomfortable trend regarding job seekers in their late teens and twenties.
    Hwang Hojun, Reports.
Statistics Korea recently conducted a survey on the economically active population in Korea about two months ago.
On Thursday, the bureau announced the results of a more in-depth analysis of the poll, mainly focusing on the younger generation who are currently actively seeking jobs.
The youth unemployment rate has been on an upward trend since 2011, and has hit a record high of 9.7% this year.
The data also showed that nearly half of Korean college students and recent graduates had taken a temporary absence from school accounted as of May, the highest level since the data were first compiled in 2007.
When asked about the reason for taking time off school, the country's mandatory military service was the number one reason for men.
Whereas more than 60 percent of women responded they took some time off to prepare to apply for jobs.

Among the 650,000 plus job seekers aged between 15 and 29, about 4 out of 10 people were preparing for the civil service entrance exam, to become an entry level 9 civil servant.

Private institutes saw an exponential increase of students who took at least a semester off from school to prepare for the entry level civil service exam.

"It's not easy for students to prepare for the civil service exam, while taking college classes and credits. To many, taking time-off seems to be a safer option, since you can always fall back on the option of going back to school, if things don't work out right away."

Experts are saying the high competition has led to a civil service craze, with college students struggling with anxiety, as landing on a quality job in the private sector, and maintaining that position, seem like a farfetched dream.

The recent data not only reflect the stagnant state of the current economy, but also the younger generation's desire for more stable jobs, prompting the public to demand measures that expand quality jobs in the private sector as well as more support from the government.
    Hwang Hojun, Arirang News.

Title: Finance Miniter vows revising of tax code and supplementary budget will hep resuscitate job market

Korea's Finance Minister Yoo Il-ho says the new tax code will be revised in a way that would encourage firms to hire more workers despite the ongoing corporate restructuring.
Our parliamentary correspondent Shin Semin has more on the finance chief's explanation of the new tax code revisions at a meeting of the ruling Saenuri Party and the government.
The new tax code will be more "employment-friendly," according to Finance Minister Yoo Il-ho.
During a meeting with the ruling Saenuri Party and the government on Thursday,… Yoo said the revisions to taxes, set to take effect starting next year, will focus on revitalizing the country's economy as well as making more jobs.
Yoo said the revised tax rule will help minimize the fallout from the government's ongoing corporate restructuring drive,… and help lower the burden on workers at small and mid-sized firms.
Despite Britain's exit from the European Union sparking uncertainties at home and abroad,… the top economic policymaker added that the revised tax code will help stimulate local economy and stabilize the people's livelihoods.
While pressing for a swift parliamentary handling of the issue,… the finance ministry said the revised tax code will soon be submitted to the National Assembly.
In addition to the tax law revision, the minister also rolled out his vision on job creation through the government's supplementary budget during a separate meeting with the financial policy advisors.
He projected that the extra government fund will help generate at least 60-thousand more jobs.
Adding that the supplementary budget will focus on restructuring and mainly assisting employment,… Yoo said the money will also support specific social groups, including senior citizens, to find jobs.
He also said the government will mobilize all means to push its plan of putting more than 17 billion U.S. dollars to resuscitate the local economy in the latter half of the year,… even if that means expanding policy loans.
    Shin Se-min, Arirang News.

Title: Seoul National University law professor nominated as the new Supreme Court Chief Justice of Korea

Korea's Supreme Court Chief Justice has nominated Seoul National University law professor Kim Jae-hyung to become a Supreme Court justice.
That makes Kim the candidate to replace outoing Supreme Court Justice Lee In-bok.
Fifty-one year old law professor became a judge in 1992 and has lectured faculty at SNU since 1995... with expertise in civil law.
The nomination is pending approval by President Park Geun-hye, followed by a confirmation hearing at the National Assembly.

Title: New brain map identifies nearly 100 new areas

    The human brain.
Still a largely uncharted territory for even the world's best researchers.
But a study shows a new detailed map of the cerebral cortex,... opening up the possibility of treatments for disorders like Alzheimer's disease.
For more we turn to Kim Hyesung.
A stunning new map of the human brain could provide unprecedented insight into how it works.
The project was initiated by a team of American neuroscientists and engineers as part of the Human Connectome Project by the National Institutes of Health, and their findings were published in the journal Nature on Wednesday.
The team collected MRI data from two-hundred ten healthy young adults and created the map with computers running artificial intelligence programs.
The sophisticated mapping technology helped the researchers compare all 210 brains, allowing them to identify 180 areas of the cerebral cortex, including 97 new territories.
These new areas are responsible for higher cognitive functions like language, thinking and memory, which could assist in the study of conditions such as autism and schizophrenia.

    -
"The new finding marks a milestone in neuroscience. It shows the structure, function and pattern of connections of each region of the brain. This means we can study and understand how our cortex functions and how it can be corrupted by diseases like Alzheimer's."

The lead author of the study, neuroscientist Matthew Glasser of Washington University in St. Louis, says the finding is their first version of the human brain and that they will keep verifying the map's accuracy through experiments.
While it will still take some time for neuroscientists to actually come up with treatments for neurological diseases, the new finding has definitely accelerated that process.

The 20th edition of Asia's largest genre film festival has kicked off in Seoul's satellite city of Bucheon today.
The Bucheon International Fantastic Film Festival will fete its 20th anniversary with its biggest lineup ever, including everything from Asian zombie animations to David Bowie documentaries and an expanded industry showcase.
Our cultural correspondent Lee Ji-won brings us the first day of the ten-day film fest.

Beautiful actresses and suit-up actors walk down the red carpet against cameras flashing here and there as numerous media outlets try to get that one perfect shot of these stars.
Under these glamorous scenes, the 20th Bucheon International Fantastic Film Festival, or BIFAN, kicked off on Thursday.
The annual festival focuses on horror, thriller, mystery and fantasy films from around the world, .... and this year, a record total of 320 movies from 49 countries will be showed throughout the course of 11 days.

Among them is the opening film, "Captain Fantastic" directed by Matt Ross.
The movie explores parenting and family, and it is about a man who has nurtured his six children in an isolated environment without technology to demonstrate the beauty of co-existence with nature.
The award winning film has been highly praised for striking a chord in the audience with elements of humor and drama, winning a directing prize at this year's Cannes Film Festival.
This year's BIFAN will feature for the first time in its history 52 world premieres, 72 Asian premieres and 88 Korean premieres in 7 locations around the city.

And at the closing ceremony, the Asian premiere of the zombie-horror animation film "Seoul Station" by director Yeon Sang-ho will be under the spotlight.
A prequel to the director's latest movie, "Train to Busan", the animation film underscores the festival as staple platform for Korean cinema.

"The festival will also feature award ceremonies and industry gatherings that aim to strengthen networking among participants and recognize artists for their works. Lee Ji-won, Arirang News."

Title: Hologram performance to be showcased in Rio Korean

With the Rio Olympics 15 days ahead, a special hologram performance made its debut to the public. The show, fusing the past and present of Korea, will be staged in Rio to introduce Korean history and traditional culture...to the world.
Our Lee Minyoung brings this sneak peek of the mind-blowing stage performance.
A warrior from the ancient Goguryeo Kingdom pops out of a mural painting dating back 15-hundred years ago,.... as if he has come back to life.
Another image shows paintings of Shin Yun bok, a renowned painter from another historical period of Korea, the Joseon dynasty.
Suddenly, the characters from the paintings come to life and start moving to the music.
This spectacular show was made possible thanks to hologram technology, infused into traditional images to create the performance called 'Cheonsangmudo," meaning "heavenly dance", and which has been designated to be showcased at a Korean promotional center to be operated in Rio, Brazil.

The pavilion will be installed at a beach in Copacabana to promote the 2018 Pyeongchang 2018 Olympic Winter Games.
And this exuberant stage will be taking a huge role in promoting cultural aspects of Korea, from history to cultural values through Korean classical music and dances,... blending cutting edge technology into it.

Dancers dressed in traditional outfits begin to tell love stories of Korea's ancestors modern dance moves,....from break dancing to popping and even locking dances.

"I guess what makes our art performance stand out is because it looks like our ancestors are being brought back to life, walking out of ancient paintings. We also tried to add a modern twist to a traditional art form, blending in popping dance, electric music and even uptown funk."

The 'Cheon Sang Mu Do' dance performance has many aspects of Korea engraved in it.
As the eyes of the world will be upon the upcoming 2016 Rio Summer Olympics in about two weeks, it is expected that 'Cheon Sang Mu Do' will play a significant role in promoting Korean art and history to the global stage

Title: CAS rejects Russia Olympic ban appeal

The Court of Arbitration for Sport has rejected Russia's appeal against a ban on its athletes participating at this year's Olympic Games. I'm joined in the studio by Barry Welsh for World News. The crisis in Olympic Sports appears to be becoming deeper.

That certainly seems to be the case. The Russian doping scandal is having a huge impact on international sport.

The ruling by the CAS, sport's highest tribunal body, is not binding but it will be taken into consideration by the International Olympic Committee. The committee is currently considering a blanket ban on Russian athletes entering the Olympic games after Mondays WADA report revealed evidence of systematic state sponsored doping.
The decision was swiftly condemned by Moscow and Russian President Vladimir Putin has said that the scandal risks causing a split in the Olympic movement. The 68 Russian track and field athletes who launched the appeal said they were being punished as they had not failed any drug tests.

People on the street in Moscow were angry about the decision:

"I believe it's nonsense. Many sportspeople have been waiting and training for these Games. And suddenly when someone has found some doping somewhere, they are all banned now without exception? The only thing I am confused about is why this only concerns our sportspeople, haven't other countries used it as well? I only see political pressure in this case, no sports issues here"

The decision by The Court of Arbitration for Sport increases the possibility that the International Olympic Committee will now ban Russia entirely from the Rio games. A final decision is expected to be reached within the next week and has said it will take the CAS ruling into consideration.

    Title: Torrential rains in China

Torrential rain continues to cause havoc in parts of China.
14 are dead and 72 are missing as downpours continue with the northeastern Hebei province among the worst hit areas.
Chinese officials said today that almost 2 million people in 11 cities in the Hebei province had experienced rain related disasters.
Around 123,000 people had to be evacuated as the situation became extreme in several areas.
Floods and landslides have been reported and more than 7,100 houses destroyed. The regions crops have also suffered with 1.48 million hectares of farmland affected by the recent flooding.
Traffic has been disrupted and communication networks have been brought down.
The Ministry of Civil Affairs and the National Commission for Disaster Relief have organized work groups to assist disaster relief teams.
Tents, quilts and footwear have been sent to the regions suffering the most severe conditions.

Several other regions have also been badly hit.

Rainstorms have also been sweeping across the Northeast Liaoning Province since Wednesday, where they have caused serious water logging and disrupted traffic in many cities.

It's been a historic downpour in some places too.

By Thursday morning, the average rainfall had set a historic record of 219 millimeters.

With the heavy rain set to continue let's hope citizens in those areas can remain safe.

Title: Hot conditions to continue, late night monsoon rain

It was a cloudy but steamy day in the nation's capital. Certainly not the best conditions to go on an afternoon stroll. Let's go to Lee Jee-hyun at the weather center to find out more. Jee-hyun, it's been three days that Seoul's been under sweltering weather

Right Conn-young, three days of hot conditions that called for three consecutive days of heat wave advisories. And that also means air conditioning units are running at full blast. Just be careful of sharp temperature differences between cool air-conditioned indoor rooms and hot outdoor places.

Yes, the last thing you want is to catch a cold when it is this uncomfortable. Hot, humid, tropical nights, no breeze at all,...

I agree, but remember, don't lower the temperature too much on the A/C unit. The recommended indoor temperature during the summer is 26 degrees Celsius. The heat wave advisory still remains in place for most of western parts, while Jeollabukdo province has been issue a heat wave warning.

For tomorrow, rain is in store in the upper regions...while the southern provinces will remain partly sunny. But the rain will start to fall late at night, with the heat to continue during the day. So let's take a closer look,

Seoul will start out at a low of 24 degrees Celsius while Busan and Jeju Island will start at 22 and 26.

    As for the highs,
Seoul will get up to 31 degrees, 33 for Gwangju and Jeju.

Sporadic showers are expected from Friday night until Sunday morning in the capital.
That's Korea for you, and here's a look at the weather conditions around the world.
