Title: Korea's controversial anti-graft law ruled constitutional
We begin with a ruling by Korea's highest court...
The nation's Constitutional Court upheld an anti-graft law... considered controversial by some,... and it's set to take effect in September.
Korea's political parties across the aisle welcomed the decision saying the anti-corruption law will help create a more transparent society.
Ji Myung-kil has our top story.
The Constitutional Court has issued its ruling on the so-called Kim Young-ran law,... named after the person who proposed it,... saying it does not violate the Constitution.
"The National Assembly passed the tough law, which is aimed at deterring corruption in the public sector, in March of last year."
Under the law, it will be illegal for civil servants, journalists and educators hired by private schools to receive individual gifts of goods or services worth more than 8-hundred-87 U.S. dollars, up to a combined total of 2-thousand-655 dollars a year.
The law also makes it illegal to accept meals exceeding 27 dollars, presents in excess of 44 dollars or receiving more than 89 dollars in money for a wedding or funneral.
But controversy arose over the law's inclusion of journalists and private school teachers -- and their spouses.
The conflict was exacerbated by the fact that the lawmakers who passed the act and were supposed to be its targets... had excluded themselves.
Shortly after the law's passage, the Korean Bar Association, the Journalists Association of Korea and private school teachers filed a constitutional appeal, claiming that the law puts excessive regulation on the private sector.
The court's ruling said, however, the press and private schools would not be able to prevent corruption without being subject to the law.
The two main rival parties welcomed the ruling.
"The Saenuri Party respects the court's decision. We will make efforts with the opposition bloc to enhance the transparency of the public sector through the Kim Young-ran Act."
"The Constitutional Court has shown support for the purpose of legislating this law -- to make our society more fair and transparent. The ruling has also finally put an end to the ongoing controversies surrounding it."
The minor opposition People's Party and the Justice Party echoed the view.
But the law is still drawing a backlash from restaurants, retailers, farmers and many other business owners... who claim the law will damage their business.

Title: 'Comfort Women' foundation launched but tensions remain
A foundation dedicated to the survivors of Japan's wartime sex slavery opened in Seoul today... funded by the Japanese government.
But, our Kwon Jangho reports... there's still much to be ironed out.
The Reconciliation and Healing Foundation was launched on Thursday, funded by Japan, with the aim of compensating Korean women who were forced by the Japanese military to serve on frontline brothels during World War Two. They are euphemistically known as 'comfort women.'
Tokyo promised over 9-million U.S. dollars to fund the project... after a landmark agreement was reached between Korea and Japan last December to try and settle the issue.
But according to Japanese media outlets, the two governments are still discussing the details of the arrangement,... so the funds will not be transferred until next month at the earliest.
One reason for the hold-up was thought to have been a desire on the Japanese side to negotiate the removal of a privately installed statue in front of the Japanese embassy in Seoul representing the comfort women victims.
But the new chair of the foundation, Kim Tae-hyun, has strongly denied this, stressing the funds will only be used in efforts to heal the emotional scars of the victims and restore their dignity.
"The statue and the 9-million-dollar fund have nothing to do with each other. So you can forget about the idea that the money coming or not depends on what happens with the statue."
Korea's foreign ministry added that the foundation will consult with the surviving victims, of which there are only thought to be 40, on how best to use the funds.
"Our government is listening to the victims' views and we are taking them into consideration in our talks with Japan.
But not all the victims are happy with the deal.
Several of them have rejected the agreement signed last December, saying it does not go far enough.
"We have fought for the same thing for the last 25 years. We want an official apology and legal compensation. Money is not the issue, it's about restoring our dignity."
There's also some disapproval among the general public, which was manifested at the foundation's launch. Twenty student activists stormed the press conference and held a sit-in protest.
Chairperson Kim was taken to hospital after she was pepper-sprayed by a protester while attempting to leave the building.

Title: N. Korea behind latest online mall hacking: police
Hackers in North Korea have been a thorn in the side of major South Korean companies and government entities for years, including the presidential office and the defense ministry.
But now it appears they've hacked into a popular online shopping mall, accessing the personal data of millions of customers.
Our defense correspondent Kim Hyunbin has the details.
South Korean police have conducted a detailed probe into the recent hacking of Interpark Corporation, which runs a major online mall,... and on Thursday they revealed the culprit: North Korea.
The Interpark servers were broken into in May, compromising the data of some 10 million users.
The police said the IP addresses used in the attack were identical to previous hackings by the North, adding that the malicious code used was also very similar.
Experts say the hacking of companies by Pyongyang is an attempt to raise foreign currency... as the latest economic sanctions against it for its nuclear and ICBM tests earlier this year have taken a toll.
"By obtaining customers' personal information, they can hack into other sites and also blackmail the company for money."
Soon after the cyber attack, the hackers contacted Interpark executives via email demanding some two-point-seven million dollars in bitcoins, the virtual currency tradeable online.
Of the 34 emails sent to Interpark executives, one of the them included vocabulary used only in the North,... a strong indication that Pyongyang was behind the attack.'.

Title: Malta becomes first EU country to deport N. Korean workers
The island nation of Malta has become the first European country to, effectively, deport North Korean workers... while there are emerging reports that a North Korean, quite possibly a student, has sought refuge at the South Korean consulate in Hong Kong.
Our Oh Jung-hee has the latest.
According to Maltese government sources who spoke to Yonhap News, some 20 North Koreans working in local construction sites and clothing factories left the country in May after local authorities refused to extend their immigration visas that had expired.
The local companies that employed the workers, Leisure Clothing and Rite Mix, have confirmed the workers are gone.
The measure comes amid several reports about the hundreds of North Koreans working as state-sponsored slaves in Europe... to earn foreign currency for the communist regime.
The South Korean government and human rights groups have claimed that the workers are toiling under long hours and abusive treatment, with two-thirds of their wages taken away by the communist regime.
Three North Korean workers have reportedly disappeared from their workplaces in Malta in the past year,... all considered to have defected to South Korea.
Two escaped from a Pyongyang-run restaurant in Malta last year, and one from a local construction site.
Among EU member countries, Malta is considered to have the closest ties to North Korea, with diplomatic relations stretching back to 1971.
In related news, Hong Kong's Mingpao newspaper reported on Thursday that an 18-year-old North Korean man, who participated in the International Mathematical Olympiad held in Hong Kong recently, asked the Korean Consulate General in Hong Kong for political asylum.
He is currently under temporary protection.
The consulate has not yet issued a comment on the situation.
In light of these events, the South Korean government emphasized on Thursday that the international community's joint efforts and combined pressure on the North will continue... to change Pyongyang's "wrong strategies" regarding issues such as its overseas workers.
"Various countries have halted the issuance or extension of visas or employment contracts with North Korean workers. Their illegal stays and their crimes are also under investigation."
The government confirmed that there were cases in Malta of North Koreans defecting last year, but none for this year.

Title: President Park visits Ulsan during summer vacation
President Park Geun-hye, who is on her five-day summer vacation this week, made a quite an unexpected visited to the port city of Ulsan.
Her visit there is seen as part of efforts to boost domestic spending and the local tourism industry.
Kim Mok-yeon has the president's very special outing.
Earlier this month, President Park Geun-hye said that she hopes to spend her summer vacation in Korea, and urged other members of the cabinet to take up the cause of supporting the country's tourism industry.
On Thursday, day four of the president's vacation, she made a surprise visit to the city of Ulsan.
She shook hands with residents of the southern port city, which has faced difficulties due to massive restructuring in the shipbuilding industry.
"Hi Do you recognize me? You don't know me, do you? Hahaha"
She also met and interacted with the locals while walking by the Seepri Bamboo Grove.

Thursday's visit marks the first time since 2013 that the President has spent her vacation outside of her official residence.
She spent her summer vacation there in 2014 to deal with the aftermath of the Sewol ferry disaster that left more than 300 people dead or missing.
The following year, she was busy handling the outbreak of the Middle East Respiratory Syndrome, or MERS.

Title: Korean gov't outlines proposal to revise country's tax code
The supplementary budget submitted to the National Assembly earlier this week wasn't the end of the Korean government's efforts to prop up the economy.
It's now rolled out a proposal to revise the country's tax code.
Kim Min-ji has more on these continued efforts to create jobs and help troubled businesses.
Propping up the economy and providing more stability for the public: these are the main pillars of the government's tax code revision proposal.
"Korea faces uncertainties at home and abroad -- from slowing exports to a contraction in investment to concerns about Brexit. To strengthen the economy and boost job creation, we feel it's time for the active implementation of fiscal measures."
To do so,... the government first plans to foster future growth engines,... by offering up to 30 percent in tax credits for companies involved in research and development in 11 new growth industries such as bio-health, robotics, and future cars.
To encourage employment,... the government looks to offer tax benefits for hiring and investment in all service sectors,... including sports services providers and cafes.
The revised tax code also proposes tax benefits for troubled companies that voluntarily undergo corporate restructuring.
As part of its efforts to give Korean households a boost, the revision seeks an extension of tax deductions for credit card spending until 2019,... with the amount deducted, changing depending on people's income levels.
Tax support is also offered for families that have babies,... as the country faces a chronically low birth rate.
On top of that,... the revision aims to improve fair taxation in the system and transparency,... by increasing capital gains taxes and offering benefits for firms that boost wages and investment.
Through these changes,...which would take effect next year if approved, the government is expecting to raise the tax revenue by roughly 280 million U.S. dollars annually.
"In the past few years, Korea has seen a slump in corporate investment, consumption, and exports, and the revision doesn't really include groundbreaking changes that would improve these conditions."
The government's proposal comes about a month after it announced a stimulus package to speed up growth.
But experts say the impact will be miniscule unless these efforts are coupled with measures to bolster the corporate competitiveness and investment.
Another concern is a separate bill looking to raise corporate taxes,... as opponents say a heavier tax burden on companies could cancel out the expected benefits of the proposed tax revision.

Title: Korean tech giants Samsung and LG see operating profits rise in Q2
Second quarter earnings are rolling in...
and it seems like it was a good three months for Korea's two leading IT giants, Samsung Electronics and LG Electronics.
Samsung has tipped a 'solid' second half profits on components pickup while LG posted its highest quarterly operating profit in two years on appliances and television earnings.
Shin Semin reports.
Samsung Electronics has released its forecast-beating earnings report,… which shows its operating profit in the second quarter jumped 18 percent from the year before,… to 8-point-1 trillion won, or 7-point-17 billion U.S. dollars.
Sales rose five-percent to 45-billion dollars,… slightly higher than its earnings guidance, while its net income rose two-percent from a year earlier.
Considering that Samsung's mobile division accounts for more than half of its revenue and profit,… the recent popularity of its Galaxy S7 smartphone and mid-to-low-end product lineup have played a key part in boosting its standing in the world's already saturated smartphone market.
This is in stark contrast to its rival Apple, which reported a 15-percent drop in quarterly sales due to slowing demand for the iPhone.
Given these circumstances,... industry watchers believe the tech company will be able to put out yet another handsome earnings report in the latter half of the year.
The launch of is Galaxy Note 7 -- the latest version of its large-screen flagship smartphone,... set for release next week -- is aimed at extending the company's improved performance.
On top of that, the prospects for some of its other key divisions look promising as well.
"The earnings pickup in the company's consumer electronics division... is likely to continue through the end of the year... and the company is expected to maintain solid sales in its display panels and semiconductors."
The country's second largest electronics maker, LG Electronics, said its second quarter operating profit jumped 13-and-half percent on-year,… boosted by brisk sales of home appliances and display panels.
LG earned 519-point-6 million dollars in operating profit,… making up for the losses generated from the firm's mobile division, which posted operating losses for a fifth straight quarter.
Yet LG is confident that its third quarter operating profit will be higher than the figure reported a year earlier,… as the firm is preparing to launch new businesses that are connected to developing vehicle components that can communicate with extrenal devices.

Title: Prosecutors re-file arrest warrants for politicians suspected of receiving kickbacks
Prosecutors for a second time have filed for an arrest warrant... for two allegedly corrupt People's Party lawmakers.
Their first request was turned down, but this time they say they've got a stronger argument for approval, claiming the People's Party as a whole is implicated in an attempt to destroy evidence.
Kim Ji-yeon reports.
Arrest warrants for representatives of the minor opposition People's Party, Park Sun-sook and Kim Su-min have been re-filed on suspicion that they violated the Political Fund Law.
Prosecutors at the Seoul West District Public Prosecutors Office say the move is consistent with the prior arrest of the party's Deputy Secretary-General Wang Joo-hyun... who allegedly took kickbacks of around 192-thousand U.S. dollars from ad firms in the run-up to April's general election.
Like Wang, prosecutors believe representatives Park and Kim played a key role in the kickback scheme by creating a task force within the People's Party that later asked for rebates from print and TV ad firms used in the party's campaign.
The lawmakers are also suspected of falsely billing the ad firms a combined 266-thousand dollars after the general election,... with Kim suspected of taking kickbacks of nearly 89-thousand dollars during the process.
Prosecutors say they've come up with a stronger case for the arrest warrants this time by alleging an organized and systematic attempt to destroy evidence -- that the People's Party was uncooperative and failed to submit material requested by authorities.
Prosecutors added that some have repeatedly altered or provided false testimony during the course of the investigation.
The Seoul West District Court had denied the arrest warrants for Park and Kim earlier this month saying that it could not acknowledge the validity of their arrest and dismissed concerns that they might destroy evidence or flee.
The next ruling on Park and Kim's arrest warrants is scheduled to be announced on Friday afternoon.

Turning to the election in the United States,...
President Barack Obama has given a resounding endorsement for the woman hoping to be his successor, Hillary Clinton.
In the highly anticipated speech,... President Obama highlighted her qualifications... and linked her historic candidacy to his legacy.
Hwang Hojun has the latest from the Democratic National Convention.
She was his rival when he was running for the White House... and was later made his secretary of state.
She is Hillary Clinton,... and President Barack Obama made a impassioned case for her presidential bid... on the third night of the Democratic Party's nominating convention in Philadelphia.
Obama's speech garnered a great deal of attention as one of the last major addresses of his presidency.
He also had a tough act to follow -- his wife brought down the house with a powerful speech of her own on the first day of the convention.
To the cheers of thousands of Democratic supporters, Obama endorsed Clinton as the person he trusts to continue what he started.
" And that's why I can say with confidence there has never been a man or a woman more qualified than Hillary Clinton to serve as president of the United States of America."
Vice President Joe Biden, known as a powerful speaker for the working class, also spoke in support of Clinton's nomination.
Virginia Senator Tim Kaine, a relative unknown, got his first prime-time introduction to a national audience as he accepted the nomination as Clinton's running mate.
Before the big speeches, the night had witnessed some emotional moments, as survivors and family members of the victims of four different mass shootings took the stage to call for stronger gun laws.
One of the most divisive issues in the U.S., gun control has been one of the tenets of Clinton's campaign.
On Tuesday, Clinton became the first woman to represent a major political party in the race for the White House.
And just as Ivanka Trump introduced her father at the Republican convention last week, Chelsea Clinton will do the same for her mother ahead of the nominee's official acceptance speech on Thursday.

Today, a family campground by the Hangang River invited hundreds of people out to enjoy nature.

Unshin, it's half past ten here in Seoul... probably well past bedtime for many young ones out there... but the night still seems young there?

So I've talked to a few of the kids here, and not only are they thrilled to be spending so much time with their parents and making new friends...but many of them... have never had a chance to spend this much time in the great outdoors. They can hardly hide their excitement about their very first camping experience with their parents.
"I got to spend all day with my family, and made new friends today. And i dont usually get to be in nature for this long Today was just so much fun. I wish I could do this more often."
Relaxed and carefree, with a gentle breeze from the river in their faces... these families enjoyed live music by ___ band, while getting an up-close view of the breathtaking Han River.
The Seoul city goverment is encouraging parents to spend more quality time with their kids through the events they've prepared for the summer season.
And as this scene of 'camping by the river' shows you,... city residents don't need to travel far from home to have that ideal vacation with their loved ones.
The smell of fresh-cut grass blending with a night view of the city... Looks like those families are definitely enjoying themselves.
So, other than the concert and the view, what sort of other activities did they get to enjoy?
There's really nothing kids can't do in a wide open natural space like this, but earlier in the day, this whole area behind me was filled with a bunch of stalls, packed with fun acitvities prepared for both children and their parents.
And it seemed the parents were having just as much fun as, if not more than, their kids.
"Make-your-own" was among the most popular stalls here, where children got to create their own stuffed toys, fans, and bracelets.
In one corner, there was a photo-booth offering free family pictures.
While making a lot of new friends, they also got to play some board games and have water-gun fights. That provided some much-needed refreshment on such a blistering summer afternoon.
For area residents who missed out the fun today,... the Hangang Summer Festival will continue through the end of August.
There will be many more exciting outdoor events like this one for parents to take their kids to... and hopefully make this summer unforgettable for everyone.

Title: Heatwave can cause cardiac arrest, most dangerous at 5 p.m.
But, health is always a concern when the weather gets so hot... like what we've been experiencing here in Seoul this past couple of days...
And, here more reason to take extra caution: a team of Korean researchers have found a direct link between heat and cardiac arrest.
Our Kim Jung-soo reports... it's five in the afternoon that you need to be extra careful about.
Doctors from Seoul National University Hospital have found that incidents of cardiac arrest rise along with the temperature,... leading to an overall 14-percent higher rate of cardiac arrest during intense heatwaves.
From 2006 through 2013, the researchers observed 50-thousand patients from seven cities including Seoul, Busan and Incheon.
According to their results, published in the International Journal of Cardiology,... for each degree-Celsius of heat, the number of cardiac arrest cases per day increases by 1.3 percent.
Time of day was also another important factor.
On days with no heatwave, cardiac arrest most frequently occured at 9 a.m.
But on days with official heatwave advisories - meaning two straight days with a high of at least 33 degrees - the number of victims peaked around 5 p.m.
"It's just past 5 p.m. here at this arts center in southern Seoul... and the mercury is still a sweltering 30 degrees. Doctors say that high temperatures like that can expand the blood vessels and put additional stress on the heart, which could have lethal consequences.
"Heatwaves are most intense from one to three in the afternoon. The body can show signs of fatigue during that time, and if left untreated, people can suffer from a possible cardiac arrest around 4 to 5 p.m. There's not been a lot of research done on the effect of heatwaves on the heart, so I think the medical community can build on this study."
"This heatwave has really been excruciating. I feel dizzy when I wake up, and sometimes I have trouble breathing when I walk around. I really do have to be more cognizant of my day-to-day condition."
The research also found that the rate of cardiac arrest has been steadily rising.
Ten years ago the rate was 38 people per 100-thousand, but that's now increased to 50 people.
Experts recommend getting regular check-ups. Especially at risk are those with previous blood-clots or neurological disorders.

With the range of products hitting the market, the size of Korea's sleep care industry has grown to just under 1-point-8 billion U.S. dollars a year.
It's a miniscule amount compared to the established markets in the U.S. and Japan,... but experts say the prospects for growth are promising.
"In terms of jobs, therapists could consult and help resolve psychological problems and concerns related to sleep. And it's not limited to the medical sector. Korea's traditional herbs and fragrances could be marketed as sleep-inducing products. Also, there are many areas for collaboration in IT. Abroad, they have incense or music that's automatically adjusted through the internet of things. So that's a possibility for Korea."
With the budding growth potential, the Korean government has taken interest in the industry,... and aims to nuture professional sleep care therapists this year.

Title: Rio mayor opens the Rio Media Centre for the Olympics
Excitement is building with just a bit over one week until the start of the Summer Olympics in Rio de Janeiro.
Barry Welsh is live in the studio with me.
So, the countdown begins, Barry. Athletes and journalists from all over the world are descending on Rio.
Hundreds of journalists and athletes are arriving every day amid some very widely reported problems. There have been police protests, arrests of terror suspects, fears over the Zika virus spreading, a major doping scandal and complaints about athlete's accommodation. Rio de Janeiro mayor Eduardo Paes attempted to offset some of the negative criticism surrounding the games yesterday when he opened the Rio Media Center.
At the inauguration event Mayor Paes said that everyone in Rio was committed to providing an excellent experience for everyone participating in the games:
"We have had problems, people will find other problems, but they will also see that the Brazilian people are very proud to present their country during the Olympics, so that is what this space is here for and will be open throughout the Olympics. We, state governors and the city government, and I as mayor, will be here permanently."
Thousands of international journalists will be working out of the media center for the duration of the Olympic Games.
Located in the center of the Brazilian capital the RMC provides facilities for journalists who don't have direct access to the Olympic Park or the games. The facilities include 130 work stations, radio and television studios and free wifi.

Now, the Korean Olympic Squad must be arriving in Rio as well. Was it very early yesterday that we brought our viewers a live coverage of Team Korea flying off for the South American country.
Yes that's right, South Korea's Olympic Squad have begun arriving in Rio de Janeiro.
The squad consists of 331 members altogether and 97 athletes and 23 sports officials have already landed in Brazil so far.
The group departed from Incheon International Airport on Tuesday aboard a chartered flight. The grueling journey included a stop over in Dubai and took over 24 hours. The Korean Olympic Committee said this first contingent of the South Korean Olympic Squad landed at Galeao International Airport in Rio yesterday. They were welcomed at the airport by around 90 South Korean fans living in Brazil. Korea Football Association president Chung Mong-gyu is leading the South Korean delegation. After they arrived Chung said they would do everything they could to meet the South Korean people's expectations. The female captain of the squad, Veteran handball goalkeeper Oh Yong-ran, waved the South Korean flag as they greeted fans at the airport.
Expectations are high for the Korean National Team.
South Korea hopes to win at least 10 gold medals and finish in the top 10 for the fourth consecutive year.
But, most of all... let's hope that both the athletes and the rest of the world enjoy the Games with Olympic spirit.

The Korean peninsula has been in the grip of a sweltering heatwave for a few weeks now... let's go to Lee Jeehyun at the weather center to find out what the weather has in store for us.
Jeehyun, I have no doubt that June this year was one of the hottest Junes on record... and I have a feeling this July is no different.
Actually, here in Seoul this July, there have only been 3 days so far when the temperatures were over 33 degrees Celsius, while Seoul had 5 days of over 33 degrees last July and 7 days in 2014.
You know what, I think I speak for many other Seoulites when I say it definitely felt hotter this year than previous years. I'm suffering from heat exhaustion myself.
Humidity is to blame for these unbearable muggy conditions. The average humidity level this month has been the highest in 6 years at 82.2 percent, and cloudy skies have trapped the heat from escaping at night. Speaking of which, cloudy skies with sporadic rain are in store in the inland regions during the day including the capital tomorrow.
The temperature will be similar to today's...
Daily low in Seoul will start at 24 degrees Celsius while southern regions including Jeju will have a tropical night as lows will start out above 25 degrees Celsius.
Highs could be slightly lower in Seoul with a high of 29 degrees, while Daegu and Jeju Island will go through another day of baking heat temperatures at 35 and 33 degrees.
After tomorrow's possible light rain, no rain is in the forecast for the time being, it will remain blistering hot under mostly sunny skies across the nation .
