    Title: Hanjin Shipping files for court receivership

       

    Korea's Hanjin Shipping has filed for receivership... as shipping companies worldwide grapple with overcapacity amid a slump in global trade.

    The filing with the Seoul Central District Court came just a day after the company's creditors discontinued providing a lifeline after financial assistance of more than 890-millions U.S. dollars failed to keep it afloat.

    Our Hwang Ho-jun has the latest.

    A desperate measure for the sinking shipping company, once the world's seventh-biggest by capacity.

    Hanjin Shipping filed for court receivership on Wednesday afternoon, Korea time, after its board of directors convened in the morning and decided to go down that road.

    All trading in shares of Hanjin Shipping has been halted after its stock price plummeted as much as 29.1 percent, eventually closing at just 1-thousand-240 Korean won, or a little over one U.S. dollar.

       

    Court receivership will give the court full control and authority to make decisions for the company.

    The court will replace the current executive with a new legal administrator,

    and will make a judgement as to whether or not Hanjin has a chance for survival.

    If Hanjin is deemed fit to survive, the court will start restructuring the company, potentially liquidate some assets... and manage its obligations as necessary,... to bring the company into a process of recovery.

    The court will also continue to closely monitor the company's debt repayment.

    If Hanjin follows through on all steps, then it graduates from receivership.

    On the other hand, if the court determines that its operations cannot be salvaged through restructuring, liquidation may be in order.

       

    Korea's Financial Services Commission led an emergency meeting on the situation about an hour before Hanjin announced its fateful decision.

    In a statement, FSC officials said they believe the filing's effect on domestic financial markets will be limited.

    However, to minimize the blow, they also said the government will actively look for ways for Hanjin's rival, Hyundai Merchant Marine company, to take over ships, business networks and its workforce.

       

       

    "The trade and foreign ministries as well as other related agencies will work closely together to support workers, subcontractors and the transportation of involved goods."

       

       

    According to its mid-year report on June 30th, Hanjin had total debts of about 5-and-a-half billion

    dollars, while this week its market value tumbled to about 270 million U.S. dollars.

    Title: Rival parties still at loggerheads over US$ 9.8 bil. budget supplement

       

    Korea's rival parties are still locking horns over the approval of a nearly ten billion U.S. dollar budget supplement aimed at boosting the economy.

    Their initial deadline was yesterday.

    Our Ji Myung-kil has the latest from the National Assembly.

    The ruling Saenuri Party on Wednesday blamed the Minjoo Party of Korea for parliament's failure to pass the supplementary budget, accusing the main opposition party of blocking the bill with new demands.

       

       

    "The Minjoo Party is holding up passage of the extra budget by demanding more reserve funds for education projects as well as aid for businesses shut out of the suspended inter-Korean Kaesong Industrial Complex. This was not part of the agreement."

       

    Floor leader Chung said the ruling party will not budge from what the rival parties agreed upon last week, and criticized the Minjoo Party for frequently breaking its promises.

    The Saenuri Party warned that if the Minjoo Party continues to hold up the bill,... it could move to scrap other bipartisan deals... such as hearings set for next week on aid for the shipping industry.

       

    But the Minjoo Party said they couldn't understand why the ruling party opposes more spending to improving the livelihoods of the people.

       

       

    "We just can't understand how the ruling party is willing to spend billions of dollars to supporting insolvent companies and banks when they're so stingy with financial help for ordinary people."

       

    Floor leader Woo claimed the budget plan was drawn up haphazardly... and was only needed because of the government's ongoing corporate restructuring program.

       

       

    "With the parliament's extra session over on Wednesday,... a vote on the budget bill will have to wait for the National Assembly's regular session, which kicks off on Thursday.

    Title: N. Korea executes vice premier for anti-revolutionary crimes

       

    South Korea has confimed media reports that North Korea has executed its top education official, Kim Yong-jin, by firing squad.

    Seoul's unification ministry says Kim had been branded "anti-party and counter-revolutionary member" by the regime after he exercised a "bad attitude" during North Korea's Supreme People's Assembly back in June.

    Our Connie Kim has the whole story.

    North Korean leader Kim Jong-un's reign of terror is expanding beyond the military and the party... to his cabinet.

    South Korea has confirmed one of the North's top officials has been executed and two other senior officials have been sent for so-called 're-education'.

    An official at Seoul's unification ministry said Wednesday North Korea's vice premier for education Kim Yong-jin was put to death by firing squad sometime last month for anti-party and anti-revolutionary crimes.

    The 63-year-old had been investigated by the regime's state security department after being caught dozing off during the Supreme People's Assembly in June.

    Many experts have noted that Kim Jong-un in still in the process of reshuffling personnel to cement his leadership.

       

       

    "Kim Jong-un has barely anything to show for himself, particularly in the economy. So he's continuing his reign of terror, especially when it comes to those close to his father Kim Jong-il or to his uncle Jang Song-thaek who was executed in 2013."

       

       

    It's also been confirmed that Kim Yong-chol , head of the North's United Front Department, which handles inter-Korean affairs, was sent for a month of re-education on a rural farm for trying to expand his department's role. He's now back on the job.

    Kim Yong-chol is known as a leading hardliner against the South, and is also believed to have masterminded the torpedo attack on the warship Cheonan back in 2010.

    The secretary of the North's Propaganda and Agitation Department, Choe Hwi , was also sent away for re-education in May, as punishment for mishandling of the regime's propaganda activities.

    North Korea's killing of high-level officials for supposed disloyalty to their leader is widely known with Kim Jong-un's execution of his uncle Jang Song-thaek being a landmark case.

       

       

    "As of last year, more than 130 officials have reportedly been executed since Kim Jong-un took power in late 2011,and experts say the brutality will continue... to ensure his officials' loyalty and to tighten his grip on power.

    Title: S.Korea and Japan seek to raise defense budget to record high amount

       

    Seoul and Tokyo are upping their defense budgets for next year... in the face of growing threats by North Korea as well as changing dynamics in the region.

    Our Lee Unshin has more.

    For the first time, South Korea's yearly defense budget may reach a record-high amount of over 40 trillion Korean won.

    According to the government-proposed national budget plan for 2017, South Korea's total quota for defense stands at around 35.85 billion U.S. dollars...a 4-percent increase from the previous year's total.

    The budget for building the missile defense system known as Korea Air and Missile Defense, or KAMD, which the country's aiming to deploy by the year 2020, is up 40.5% for 2017 compared to this year's amount of 341 million U.S. dollars.

    And the cost to strengthen the counterterrorism military force, which includes necessary army gear purchases such as bullet proof vests...stands at 23 million U.S. dollars for next year, which is 2.6 times more than the budget from 2016.

    But the biggest financial increase, is found in the country's on-going development project for combat aircrafts, the Korea Fighter Experimental, or KF-X....which rose to about 4.5 times more than last year.

    Next year's financial plan is scheduled to be turned into the national assembly for a review on Friday.

    Also reaching never before seen amounts for a defense budget... Japan is planning to expand its national security efforts for the upcoming year.

    On Wednesday, the country's defense ministry asked for an increase of about 2.3 percent in their spending amount, and if it is approved by the government, the nation's total amount will be over 50 billion U.S. dollars.

    The country's budget hike is speculated to be driven by the ongoing North Korean missile provocations as well as the on-going international East China Sea dispute.

    Title: Seoul's no. 2 diplomat visiting China, likely fine-tuning agenda for G20 sideline meeting

       

    Seoul's first vice foreign minister left for Beijing today for talks with his Chinese counterpart ahead of the upcoming G20 Summit in Hangzhou.

    According to our Oh Jung-hee, expectations are growing for summit talks between Korea and China on the sidelines of the actual summit that begins in four days' time.

    Seoul's first vice foreign minister Lim Sung-nam has arrived in China for talks with his Chinese counterpart Liu Zhenmin.... to make final arrangements for the G20 Summit in Hangzhou, which begins this Sunday.

    Although neither Seoul nor Beijing have officially confirmed it, the meeting is likely to be a fine-tuning of the agenda for a Korea-China summit on the sidelines of the G20, which would bring together Presidents Park Geun-hye and Xi Jinping.

       

    If the summit talks take place, leaders of the two countries will likely touch upon South Korea's deployment of the U.S. THAAD missile defense system, over which Beijing has expressed concern regarding its security interests.

    President Park is expected to first and foremost seek understanding from her Chinese counterpart on the self-defense reasons for deployng the anti-missile system.

    At the trilateral talks held in Tokyo on last Wednesday,... the foreign ministers of Seoul and Beijing had also promised to continue communicating in regards to THAAD,... despite their different views.

       

       

    "Seoul's relations with Beijing turned rather cold following its decision to deploy the U.S.-backed missile system. So the president has the primary diplomatic objective of easing tensions with Beijing."

       

    The South Korean leader will also seek to ensure that the two maintain their united front in pressuring Pyongyang to give up its nuclear and missile development.

       

    Ahead of President Park's to China, it's expected that the South Korean vice foreign minister's visit will serve to iron out Seoul and Beijing's joint message against North Korea's provocations,... including its latest launch of a submarine ballistic missile.

       

    On Tuesday at the UN disarmament conference,... China expressed the view that every party concerned should continue to work for the denuclearization of the Korean peninsula,.. though it didn't directly mention the North's SLBM launch or its nuclear tests.

    Title: Low growth woes loom in H2 for Korea with latest output figures

       

    Fresh figures from the Korean economy continue to alarm policymakers about protracted low growth.

    The country's ouput across all industries dropped last month,... pointing to sluggish production and even consumption.

    Hwang Ji-hye looks into the numbers.

    Korea's output across all industries snapped a two-month growth trend last month,... edging down zero-point-one percent from the previous month.

    While production in the mining and manufacturing sectors was up around one-and-a-half percent on-month, sluggish output in the services sector... pulled down the country's overall output.... dropping zero-point-seven percent.

    A lot of this had to do with the sweltering heat that withered outdoor activities... on top of other factors like a slide in stock market transactions.

    Retail sales... dropped more than two-and-a-half percent... after the government's temporary tax breaks on car sales expired at the end of June.

    In fact, sales of durable goods... which include automobiles plunged nearly ten percent last month.

    An analyst says... the drop was widely expected, but not as bleak as he thought it might be.

       

       

    "The July figure was relatively okay compared to earlier projections, thanks to the favorable production conditions in semiconductors and IT products."

       

    Still, the latest figure is worrisome for many... in that even the country's demand side... that has been the main booster for growth recently,... is taking a hit as government policies to boost spending... lose steam.

    Uncertainties including the Brexit aftermath, the possible rate hike from the U.S. Federal Reserve... and Korea's anti-corruption law due to come into force in late September... are widely expected to put a dent in spending and further threaten the country's growth momentum.

    Title: Strong tropical storm hits Japan's northeast, at least 11 dead

       

    Heavy rain from Typhoon Lionrock flooded towns across Japan's north and left at least 11 people dead, most of them elderly residents at a nursing home.

    The typhoon is also affecting Korea's eastern Dokdo and Ulleungdo Islands... bringing with it record amount of rain.

    Our Kim Hyesung reports.

       

       

    At least 11 people were found dead in northern Japan Wednesday after Typhoon Lionrock hit the region with torrential rain, triggering widespread flooding.

    Japan's Self Defence Force has been enlisted in search and rescue operations.

    Japanese broadcaster NHK said police found the bodies of nine people at an eldery care house in the town of Iwaizumi in Iwate Prefecture, which was inundated by a record 80 millimeters per hour of rain.

    Authorities found two more bodies in Iwate, one of the areas badly affected by the earthquake and tsunami in 2011.

    In the northern part of Japan's main island, more than 35-thousand households lost power.

    On Hokkaido, the entire town of Minamifurano was flooded with water, trapping many people in their homes.

    Across the northern half of Japan, the storm left hundreds of people stranded... and caused river banks to collapse.

       

    Lionrock is the fourth typhoon this season to make landfall in Japan and the first to hit the northeast from the Pacific Ocean since records began in 1951.

    The Japanese Meteorological Agency said the atmosphere is still unstable, and warned of potential landslides and more flooding.

       

    Lionrock also dumped heavy rains on parts of Korea.

    Southern Ulleung-do in the East Sea got around 500 millimeters of rain over the last four days, and has seen landslides and flooding.

    Sixty people have been evacuated from the area since yesterday.

    A strong wind advisory and storm watch are both in place for both Ulleung-do and Dokdo.

    There has been growing demand for such "wellness" services among tourists and tourism leaders have gathered to share their countries' strategies and discuss the future of the industry.

    Wellness is a developing lifestyle,... this means that when it's time to choose a vacation an increasing number of people are seeking wellness experiences.

    The Founder and President of Wellness Tourism Worldwide, Camille Hoheb highlighted the growing market and demand for wellness travel at the 2016 International Forum on Wellness Tourism on Wednesday.

    Wellness tourism is a growing industry that is based on well-being and health related activities such as spa, fitness, beauty and relaxation.

    The global market for wellness tourism has been growing consistently with a market size of about 438-billion U.S. dollars in 2013,... which is over 14-percent of the entire tourism industry.

    Various industry people gathered in Korea to discuss the current trend and their countries' strategies to develop the market.

    One of them is Roongtip Kimura, Director of the Service Promotion Division of Thailand's Tourism Authority.

    With its well-known expertise in massage, the country is an active player in the industry.

       

       

    "These help draw people to come to Thailand and we have a chance to welcome these people from around the world. That means we will have lots of opportunities to generate income and employment."

       

    But for Korea, there is still much to be done. Professor of Health Administration, Jin Ki-nam said Korea has great resources to attract wellness tourists, such as famous cosmetics and temple stay experiences,... but is poor at promoting them.

       

       

    "We need more experts in this area, who know about the foreign trend and we need to decorate our current product to be more attractive to foreign tourists."

       

    Professor Jin also thinks that Korea should focus on providing customer care on top of the products,... such as skin care services with cosmetics,... to further deepen foreign travelers' experiences in the country.

       

       

    "The expert added, with the world's increase in spending to stay young and healthy, the wellness tourism industry is going to grow even bigger and the government needs to invest more to grab opportunities in this blue ocean. Lee Ji-won, Arirang News."

    The excitment from Rio2016 now remains as fond memories. Not only did we get to see the best of the best in various events... we also got to meet new stars and new champions.

    Continuing with our special interview series of Korea's Olympic champions... our Shin Semin sat down with Korean shooter, Jin Jong-oh who brought home the nation's very first gold medal.

    Meet Jin Jong-oh, Korea's Olympic champion. A shooter who made world history and Korean history.

    With his trademark red pistol, red pair shoes and red wristband,sharpshooter Jin Jong-oh, at 37 years old,bagged another gold medal in Rio Olympics,becoming number one in the world.

    And that's not all -- Jin became the first ever to win three straight golds in 50-meter pistol,and the first South Korean athlete to win three golds in a row.

    But, even to a world-class champ,competitions at the Olympic Games isn't always the same.

       

       

    "After every Olympic Games, you've said it's getting harder. How was the Rio Olympics? not to mention you being on the brink of elimination at one point.

       

       

    "Record-wise, it's not much different because it is something for which I've been preparing for months. But psychologically speaking, it's harder each time because of the growing interest in the Games. That puts the athletes under a serious amount of pressure."

       

    Aside from the mounting pressure,... it was a lot harder to concentrate in this year,amid the heightened health and security risks in the host nation.

    Some competitors, including Jin, felt suffocated stuck in the athletes' village.

       

       

    "I've never been locked up like this at the Olympic Games. The Korean Olympic Committee wouldn't let the athletes leave the village for safety issues. And -- I don't know if I've said this on the air before -- but my shoes were stolen on the last day -- inside the Olympic village Something you never hear about. Incidents like burglaries, which happened a fair bit, tainted the Games' image a little."

       

    To build on Jin's historic achievements,his hometown of Chuncheon in Gangwondo Province said it's building a shooting range named after him.

    The Olympic champion hopes that'll help him prepare for the next chapter of his life.

       

       

    "I hope the shooting range is well made,so that I could even do some programs for Korea's talented young shooters down the road. I want to put everything I have into helping maintain the range. And the efforts being made around me and my career will be my driving force, and will guide me in fostering young talents."

       

    But on a larger scale,as the title holder,Jin hopes to put the sport of shooting in the spotlight,. and help it become a niche event for the country

       

       

    "If our athletes find success in international competition,Korea's shooting prowess will end up as well known as the archery team. And hopefully that'll promote the sport inside the country."

       

    Jin continues to aim for 10, whether here in Korea or on the world stage.

    And now, the world champ is shooting for his fifth Olympic Games in four years' time,bullet by bullet.

    Title: Implementation process of South Korea-Japan "Comfort Women" agreement

       

    We hear today,... that the Japanese government has transferred a 10-billion yen payment to a foundation, established by Korea,... as part of the landmark deal on Japan's sexual enslavement of Korean women before and during the second World War.

    It's another step towards following through with the December 28th deal,... more on the implementation process, and what's left,... here's Kwon Soa.

       

    News of Japan having transferred 10 billion yen to Seoul on this Wednesday... as part of a deal struck between Korea and Japan... for a more future-oriented relationship.

    But, here in downtown Seoul... as they have for the 1,246th Wednesday for almost a quarter of a century, this group of people remain unstirred.

    Rain or shine, victims of Japan's wartime sex slavery system,... and civic groups,... have been gathering in front of the Japanese Embassy in Seoul to raise their voice... calling for a sincere apology.

    But, a landmark agreement between Seoul and Tokyo was reached, in a bid to resolve the issue.

       

       

    " that's why Japan continuously demands the removal of the Pyeonghwabi, or "Statue of Peace",... which represents and commemorates the so-called "comfort women".

       

    More than two decades after the first victim of the Japanese military's wartime sex slavery system came out with her painful story,... Seoul and Tokyo's top diplomats shook hands,... on December 28th, 2015,... after a dozen working level talks on resolving one of the most thorniest issues between the two countries.

       

       

       

    "The issue "comfort women", was a matter which, with the involvement of the Japanese military authorities at that time, severely injured the honor and dignity of a large number of women."

       

       

    "Under the premise that the Japanese government 'fully' implements the bilateral agreement,... the Korean government confirms that the issue has been bilaterally settled finally and irreversibly."

       

    Where does Japan stand at this point when it comes to "fully" implementing what was agreed back in December?

    One of Japan's key promises in the deal was the sum of 10 billion yen, or roughly 9 million U.S. dollars intended to help heal the wounds of the victims.

    As agreed,... Seoul established a foundation,... which was launched seven months after the deal,... while Tokyo gave the green light to the 10 billion yen payment,... transferring the amount to the Reconciliation and Healing Foundation on this Wednesday.

    Roughly 80 percent of the money will be given in cash.

    The surviving victims will receive around 90-thousand U.S. dollars each,... while 18-thousand will be distributed to the families of the deceased victims.

    There's been some ambiguity on the nature of the money.

    While the victims want concrete compensation,...meaning that Tokyo takes clear legal responsibility to its past wrongdoings,... Japanese officials claim the fund is being given on humanitarian grounds.

       

       

    "Japan's claim is correct, making the Korean government and the foundation's claims that this should be seen as monetary compensation illogical."

       

    That's why some say the money is not much different from the Asian Women's Fund,... through which the Japanese government and the public provided donations to Korean and other Asian "comfort women" in the 1990s,... but this professor says otherwise.

       

       

    "This time the fund comes entirely from the Japanese government. I think of it,... and we must think of it as compensation,... it's what the Korean government had initially requested."

       

    Apart from the debate on whether the money is 'compensation or not',...experts also say,... the ambiguity of the agreement leaves room for different interpretations by Japanese politicians and opinion leaders; some could take the transfer of the 10 billion yen as a channel for Japan to clear itself from past atrocities once and for all.

       

       

    "If you carefully read the actual letters of the agreement on December 28th, there's no question the transfer of the fund from the national budget of the Japanese government constitutes a very important part of the agreement to be fulfilled, but that's not the end of the story. The Japanese government should continue to do all the necessary measures to restore the honor and dignity of all surviving victims of the wartime sex slavery in Korea."

       

    This,... especially so,... for the victims to acknowledge Japan's sincerity.

    Lee Ok-seon,... one of the ten surviving victims at the 'House of Sharing' in Gwangju, south of Seoul,...hoping for more efforts on behalf of the Japanese government.

       

       

    "We wish for an apology. The apology will eventually lead to a compensation."

       

    "Whose apology?"

       

    "The person in charge of Japan, who else? I don't have long to live. So I don't think I will be able to receive an apology before I die."

       

    89-point-4 is the average age of the victims of the Imperial Japanese military's sexual enforcement of women before and during World War II.

       

       

    "Eight months after Seoul and Tokyo reached the landmark deal, opinions still differ. What IS changing is the number of surviving victims -- 46, as of December 28th last year -- 40, today.

    As we heard earlier northern Japan was pounded by typhoon Lionrock today and as a result some parts of Korea have also had a very stormy day. For more details, let's go over to Jee-hyun at the weather center. Jee-hyun Southern Ulleung-do was affected the most with torrential rain on the island.

       

    Right Ulleung-do has experienced a record breaking amount of precipitation in the past two days.

       

    The background picture behind me was taken today at the Island. The island saw the highest level of rain since weather observation started in 1978.

       

    Nearly 400 millimeters of rain fell on Monday and Tuesday, and considering the average rainfall for August in Ulleung-do Island is about 168millimeters, Ulleung-do Island got around twice as much rain in just two days.

       

    And it was a stormy day here in Seoul as well. Although there were strong gusts most strong wind advisories have been lifted in the inland regions. But people living on the eastern coastal regions should monitor the updated weather forecast to check the status of strong wind advisory notices.

       

    Unlike the chilly and breezy weather in Seoul today, tomorrow is forecast to be a warm day under partly sunny skies with a chance of passing showers in the inland regions during the day.

       

    Now let's move on to tomorrow's temperature readings,

    Seoul will start out at 19 degrees Celsius while Busan and Jeju Island will have a low of 24 degrees.

       

    For the highs,

    Seoul hit 27 degrees, while Daejeon Gwangju and Busan will see a high of 29 degrees.

       

    As for the weather outlook, sporadic rain is in the forecast on Friday as well, and highs will remain in the upper twenties.
