    Title: President Park orders earthquake follow-up measures, Seoul's own missile defense against N. Korean threats

       

    North Korea's nuclear threat and a rare yet powerful earthquake that rattled the nation last night topped the agenda at the president's Cabinet meeting on this Tuesday.

    President Park will keep a watchful eye on Pyongyang and review government policies for future natural disasters such as a quake... during the three-day long Chuseok holiday that kicks off tomorrow.

    Our Song Ji-sun reports from the nation's top office.

    First on the President's agenda were the 5-point-1 and 5-point-8 magnitude tremors that shook the country's southeastern region Monday night.

    Saying that Korea is no longer safe from earthquakes, President Park called for a full review and monitoring of the nation's major infrastructure, including its nuclear reactors.

    She also ordered prompt and thorough research and recovery measures.

       

       

    "Please prepare for the possibility of an even stronger earthquake by thoroughly re-examining the disaster prevention measures of the nation's major facilities. As for the damage caused by the quakes, I want you to dispatch field researchers to assess the situation and its cause, and quickly manage the situation to minimize inconvenience for the people."

       

       

    Moving on to North Korea's fifth nuclear test conducted last Friday,... the President said Seoul must prepare its own, practical countermeausures against North Korean threats.

       

       

    "We need to go forward under high alert, with the mindset that if Pyongyang launches a nuclear-loaded missile even an inch into South Korean territory, the North Korean regime will instantly meet its end.

    In addition to the U.S. missile defense system THAAD, South Korea needs to speed up the implementation of its own countermeasures against North Korea's nuclear and missile threats."

       

       

    Park pledged as president to take all necessary measures to protect the nation and its people... and called for unity, once again stressing the need for THAAD for national security.

       

       

    "Despite the difficulties on the economy and security fronts... President Park invited the nation to celebrate the Chuseok holiday beginning on Wednesday, with trust in the government and the military.

    Title: Parties urge gov't to strengthen earthquake crisis management procedures

       

    Disaster management and readiness also topped the discussions table in the Korean parliament in the wake of Monday night's tremors that struck the Korean inland.

    Our Park Jiwon has the latest from the National Assembly.

       

    The ruling Saenuri Party began Tuesday morning... with an emergency consultative meeting with the government.

    The meeting was called to check on the government's preparedness and disaster management process.

    Attendees included the head of the Korea Meteorological Administration and a high-level official from the public safety ministry.

    The ruling party asked them to strengthen the government's natural disaster management policies.

       

       

    "It was the strongest earthquake ever recorded in this country,... so we understand that the government might make some mistakes. But that shouldn't be an excuse. The government should thoroughly review the relevant laws, manuals, policies and budget... to fix some of problems this revealed."

       

    The officials explained that the public safety ministry's website went down for hours due to a sudden flood of visitors,... and that the government's text message alerts reached only people within 200 kilometers of the epicenter,... following their pre-arranged manuals.

    The head of the KMA said the agency aims to get earthquake alerts out sooner in the future.

       

       

    "We sent alerts within 26 or 27 seconds after the earthquake struck, but we're hoping to cut that down to around 10 seconds from 2020... by investment more in observation networks. We will also keep investing in R&D for analyzing the Earth's crust."

       

    The main opposition Minjoo Party of Korea also held an emergency meeting of its Supreme Council,... urging the government to create a new, more effective manual for the safety of the public.

       

       

    "The government needs to transparently and quickly disclose information on the current crisis,... and make disaster manuals so that the people can prepare against dangers."

       

       

    "The minor opposition People's Party also held an emergency meeting, calling for the government to invest proactively in earthquake-resistant construction. The party suggesting requiring all buildings more than two stories high to be quake-proof, up from the current three-stories, to minimize damage from future quakes.

    Title: Root causes of South Korea's earthquakes and the chances of them happening from now on

       

    Before, regionally South Korea used to be considered 'safe' in the sense that the nation is located away from the areas where earthquakes inevitably occur due to the frequent collision between the plates.

    However, according to further research, the location of the nation may be the very causation that results unpredictability in terms of when future seismic activities occur in the nation.

    Our Lee Un-shin explains further.

    The unprecedented seismic activities on Monday raised the alarm in Korea on whether the country is still safe from similar or even stronger quakes happening in the future.

    But in order to comprehend the root causes of these quakes, a thorough understanding is needed on how earthquakes happen in the first place.

       

       

       

    "If we were to take a closer look inside the earth, underneath the continents and ocean, lies 'crust', made of many pieces and plates. And underneath those, there's a warmer layer called mantle. Now, there's intense heat coming from the Earth's core, which causes molten rock in the mantle layer to move, which eventually causes the plates to move."

       

    When these underground plates slide past each other or collide, the surface above, moves accordingly triggering an earthquake.

    Korea has been considered regionally safe,...as the nation is not directly located on the boundaries between plates where collision happens frequently.

       

    However, despite sitting outside the seismic belt known as the 'Ring of Fire', according to an expert, the very reason that makes Japan so vulnerable to earthquakes is partially what influences the seismic activities on the Korean peninsula.

       

       

       

    "The oceanic plate, the old and dense pacific plate, is subducting underneath Japanese volcanic island. This type of force is occurring on the right-hand side of Korea, and if you look at the left-hand side, Indian plate is pushing against Eurasian plate, and this collision between Indian and Eurasian plates, creates numerous faults in China and also in Korea"

       

    In other words, the Korean peninsula is subject to extensional force, which can be seen as vertical, and compressional force, which squeezes the peninsula laterally.

       

    However, pinpointing the exact location of faults that causes earthquakes in Korea is difficult to achieve as there is a major lack of study cases to explain the phenomenon.

    As of now, what's certain,... according to the expert, is how the current tectonic environment of the nation indicates, though not necessarily anytime soon, that Korea could see more seismic activities in the future.

    Title: World's oldest surviving observatory survives 5.8 earthquake

       

    The epicenter of yesterday's earthquakes, Gyeongju is also known as a kind of open-air museum... home to a great number of artifacts, relics, and monuments from the Silla dynasty.

    Despite some worrying video footage, according to our Hwang Hojun, the tremors left those national treasures unharmed.

    Footage from countless cameras around the country captured the intensity of Korea's strongest earthquake ever recorded.

    One of the most extraordinary was the security camera footage at Cheomseongdae, an ancient astonomical observatory and national treasure, as it swayed to the intense vibration.

    As day broke Tuesday, visitors started to gather around the 7th century structure to see whether it survived the night intact... and they were amazed by its durability.

       

       

    "It's really impressive how it's still standing after the earthquake. And this was built like 13-hundred years ago."

       

    The National Research Institute of Cultural Heritage sent a team of investigators to check on any possible damage sustained by the world's oldest surviving observatory.

    Officials said the reason Cheomseongdae was able to survive such powerful seismic activity is its earthquake-resistant design.

       

       

    "Cheomseongdae has a round foundation and it's also very symmetrical. This makes the structure quite sturdy and helped it endure the tremor."

       

    Inspectors searched meticulously for any cracks that had widened... or distortions in the structure of the monument that date backs to the height of the Shilla dynasty.

    They said the results of the inspection will be made public soon.

       

       

    According to the Richter scale, last night's tremors were strong enough to cause damage of varying severity to poorly constructed buildings.

    But Cheomseongdae, the ancient observatory built about 1300 years ago is still standing strong.

    Title: Two U.S. B-1B bomber flies over S. Korea as show of force against N. Korea

       

    Four days after North Korea's fifth and possibly most powerful nuclear weapons test, the US Air Force responded with a show of force... flying two powerful, battle-tested B-1 bombers over South Korea.

    Our defense correspondent Kim Hyun-bin introduces us to the the long-range, multi-mission, supersonic bomber.

    Two supersonic B-1B bombers flew over Osan Air Base south of Seoul escorted by South Korean F-15K and U.S. F-16 fighter jets.

    Speaking after the flyover, U.S. Forces Korea commander Vincent Brooks said that Washington will not accept North Korea's nuclear program.

       

    ""North Korea's nuclear test is a dangerous escalation and poses an unacceptable threat. The United States has an unshakable commitment to defend allies in the region and will take necessary steps to do so, including operations like this one today, and the deployment of the Terminal High Altitude Area Defense battery to the Korean Peninsula."

       

    The chairman of South Korea's Joint Chiefs of Staff said any provocations by the North will cost the regime dearly.

       

       

    "Any threatening military actions by Pyongyang will be met with stern countermeasures that will shake the regime."

       

    The B-1B is considered the backbone of the U.S long-range bomber force.

    It carries over 34 thousand kilograms of explosives and can travel at a speed of over 15-hundred kilometers an hour.

    From Guam, it would take the bomber just two hours to reach the North Korean capital.

    The B-1B was originally scheduled to come on Monday but was postponed due to poor weather conditions at Anderson Air Force base in Guam.

    Title: S. Korea-U.S. top nuclear envoys push for all possible methods to pressure N. Korea

       

    South Korea and the United State's six-party talks representatives had their first direct encounter after North Korea's fifth nuclear test,... last Friday.

    The two diplomats discussed ways to counter North Korea's ongoing provocations in Seoul this Tuesday.

    Kwon Soa reports.

       

    It's an unprecedented situation,... even from North Korea standards,... and taking into account Pyongyang's second nuclear test and more than 20 missile tests, in 2016 alone.

    That's how Washington's top nuclear envoy Sung Kim described the current situation on the Korean Peninsula,... after holding talks with his South Korean counterpart Kim Hong-kyun in Seoul Tuesday.

    At a joint press conference,... Kim Hong-kyun stressed another nuclear test cannot be ruled out,... saying an environment has to be created in which North Korea has no choice but to change.

       

       

    "South Korea and the U.S. have agreed to use all possible methods to put more pressure on North Korea."

       

    The two officials agreed to work on new initiatives,...that can also include trilateral level measures with Japan.

    They also stressed that the implementation of UN Security Council Resolution 2270,...which was imposed after the North's fourth nuclear test PLUS forming a new stronger one is crucial.

       

       

    "In the new resolution we're going to put efforts in closing the loopholes that were found during the implementation of the current one."

       

    For that,... the two envoys emphasized the need for close cooperation from Russia,... and most importantly, North Korea's closest ally China.

       

       

    "China has been very clear that they understand the need for a new Security Council resolution in response to the latest nuclear test."

       

    Meanwhile,... Sung Kim said he believes the six-party talks remain a viable form for addressing North Korea's nuclear issue.

       

       

    "Frankly, I don't think it's really a question of different formats. I think it's a question of North Korean intentions and commitment. If the North Koreans are ready to talk to us sincerely, about denuclearization, I think we can work with them in the six-party process."

       

    Both Kims were on the same page that reintroducing nuclear weapons on the Korean Peninsula for defensive means is not considered an option right now,... and rather stressed the importance of deploying the U.S. missile defense system THAAD to South Korea.

       

       

    "South Korea's Foreign Minister leaves this week for New York, where diplomatic efforts will continue at the UN General Assembly. He'll also hold a number of bilateral talks,... to garner as much support as possible on the North Korea issue.

    Title: Mixed signals from Korea's August jobs report

       

    August jobs numbers for Korea are out... and quite some mixed signals we're seeing.

    Asia's fourth-largest economy added the most number of jobs since December last year BUT growth in the manufacturing sector remained slow.

    Our Hwang Jihye reads between the lines.

    Korea created 387-thousand more jobs last month from a year ago,... putting the total number of employed at over 26-and-a-half million.

    That's the biggest number of jobs added since December last year... when the country created slightly less than 500-thousand.

    Statistics Korea data shows... that the rise was partly driven by the robust construction sector... buoyed by the recent boom in home transactions.

    The construction industry alone... added 71-thousand jobs.

    But it might be too early to be overly optimistic about the recent jobs figure... as the upturn was mainly led by the low base effect prompted by the MERS outbreak last year.

    On top of that... jobs growth remained sluggish in manufacturing... with the number of employed dropping by 74-thousand on-year, marking two straight months of decline.

    The industry continues to suffer from slumbering global demand and the government's ongoing corporate restructuring.

    A fall in manufacturing jobs in July was the first decrease in more than four years.

    In particular,... the country's southern regions like Busan and Gyeongsangnam-do Province,... where major shipyards are located saw unemployment rates soar.

    The government will continue efforts to quickly implement stimulus measures like the extra budget,... pledging to roll out 70 percent of the funds before the upcoming major holiday Chuseok, which begins on Wednesday.

    Title: Samsung to limit battery charging capacity of Galaxy Note 7

       

    Samsung Electronics is pulling out all the stops in the wake of the global recall of its latest smartphone -- the Galaxy Note 7.

    Samsung will limit how much the battery can be charged using a wireless update technolgy... as a means to prevent the battery from overheating.

    Kim Min-ji reports.

    Users of Samsung Electronics' Galaxy Note 7 will no longer be able to charge their phones 100 percent.

    The tech giant says it will use a so-called "over-the-air" technology,... to forcibly limit Note 7 batteries to charge to only 60 percent of their capacity,... starting next Tuesday,... in order to prevent overheating and boost safety.

       

    The latest measure comes amid a global recall of the latest version of the Note series,... after reports of its battery exploding or catching fire while charging.

    Samsung initially allowed users to exchange or get a refund for their Note 7, but recently called on users to stop using the device all together.

       

    The company is also considering offering a communication expense subsidy to its users that choose to replace their phones.

    Samsung is expected to complete the recall process and restart sales of the Note 7 next month.

    The tech giant says it will also publish media advertisements starting Wednesday,... to apologize over the battery mishap, and for causing inconvenience and concerns to its users.

    It's that time of the year already when Korea sees a mass exodus on highways nationwide as Koreans head to their hometowns for the Chuseok holiday. And with the holiday this year comprised of 5 days, traffic is bound to be as congested as it can get. And to give us the latest update ont he road conditions right now, we connect to our Kim Jungsoo standing by at a toll gate connecting Seoul and the Gyeong-bu expressway.

       

    So Jung Soo, Can you tell us what the traffic has been like throughout the day?

       

    Good evening Connyoung.

    Right now I am in front of one of Seoul's main tollgates and as you can see the traffic is steadily piling up.

       

    According to the Korea Expressway Corp, over 400-thousand cars left Seoul as of 10 PM this evening, and another 100-thousand will leave the capital by midnight, which bring the tally up to over 500-thousand cars for Tuesday.

       

    Meanwhile a combined 400-thousand vehicles are estimated to have entered Seoul for the holiday season.

       

    According to an official working for the Korea Expressway Corp, the number was on a constant rise starting at noon, and reached its peak around 8 PM when most travelers hit the road after work.

       

    Overall, the total number of vehicles using the highways throughout the country is expected to reach about 4.62 million on Tuesday alone.

       

    Also, the Korea Traffic Institute estimates that the total number of travelers during the holiday season, which starts on Wednesday and ends on Sunday, is estimated to be around 37 million in total, which is 280-thousand more compared to last year.

       

    As for highways in use, over 30 percent of travellers are using the Gyeongbu expressway and 14 percent are using the Seohaean expressway. About 10 percent are using the Honam expresway and 9 percent are using the Jungbu express way.

       

    I interviewed some of the travelers along the highways and tollgates myself and they seem know that they have a long road ahead of them.

    "My relaties and family members are obviously very happy. It is not easy to travel but it is worth it in the end. "

       

    Okay. Can you tell us about what we can expect for tomorrow?

       

    Sure Conn young. Tomorrow the traffic institute expects that a combined 7.9 million people will be on the road on Wednesday, which is 3 million more than today.

    And this takes up to 34 percent of people travelling to their hometowns during the holiday season.

    The traffic institute expects that Thursday will show similar numbers of over 7 million people.

    Title: Chuseok holiday becomes time for recreation, not tradtion

       

    As many Koreans head back home to meet friends and family for Chuseok, Korean Thansgiving holiday... many others are opting to spend their long holiday differently.

    Instead of getting together with extended family to carry out traditional rituals... a growing number of people are taking vacations or spending some quality time alone.

    Our Oh Sooyoung takes a closer look at the shift in holiday trends from traditional to one that's more recreational.

       

       

       

    "This Chuseok, we're going to Gangwon-do Province instead of heading to my hometown. We're just going to relax at a resort and go to the local attractions as the weather should be nice."

       

       

    "I'm in my final year of university and I don't think I'll ever have such a long holiday to myself again, so I'm staying home alone."

       

       

    "My kids enjoy different activities so we'll be busy. We want to go to the folk museum, the National Museum or maybe Namsan Tower."

       

    It looks like fewer Koreans will be sticking to traditions this Chuseok.

    In an online survey conducted by travel site Expedia, half of all respondents said they planned to go on vacation instead of heading to their hometowns due to the stress of traditional family gatherings and rituals.

    To make the most of the six-day holiday this year, more than 100 thousand people will travel abroad every day, according to government estimates.

    That's 14 percent higher than last year.

    Flights to nearby destinations like China, Japan and Southeast Asia are almost fully booked,... and special vacation packages have sold like hotcakes.

       

       

    "Most overseas packages sold out about a month before the holiday period. We're seeing a trend of office workers heading abroad during traditional holidays. We expect demand to rise in the future for families, friends and couples."

       

    Even among those staying in Korea, many are choosing not to return to their hometowns this holiday.

    Instead, they're planning to relax alone, take minibreaks within the country, or opting for so-called stay-cations.

    Hotels in major cities have been booked to capacity,... as more locals indulge in luxurious stays close to home.

       

       

    "The number of bookings this year jumped 25 percent compared to 2014. Visitors take advantage of discount packages during the holiday period. We offer fun experiences for families with kids as well as bar and dining deals for couples. Those who stay alone want a relaxing time above all, so we include deals like spa treatments."

       

    Experts say the shift from tradition to recreation during holidays is due to socioeconomic changes.

       

       

    "With Korea transitioning from agricultural societies to an urban one, large family units are becoming nuclear and there are even one-person households. Going home for Chuseok has started to lose its meaning. Nowadays, it's regarded as more of an extended holiday. So Koreans are choosing leisure or spending quality time alone like going on vacation."

       

    Keeping up with the change in preferences, the government has introduced a week-long holiday program, offering access to 330 cultural and leisure hotspots free of charge, or with generous discounts.

    These include four major palaces in Seoul and various museums and galleries throughout the country.

    Cinemas, theme parks and baseball games can also be enjoyed at half the usual price.

    Planning brief getaways, cultural activities and relaxing experiences, more and more Koreans are seeking short but sweet ways to make the most of their extended holiday.

    Title: Korea dives into new age of 'Precision Medicine'

       

    Tailoring healthcare to individuals by using genetic analysis and big data, Precision Medicine is a new frontier in healthcare. The South Korean government have marked it as one of its nine future growth engines for the Korean economy, and is looking to get ahead early to become a global leader in the field.

    Kwon Jang-ho brings us this report.

    Jeong Dong-yoon was diagnosed with lung cancer in 2012.

    Over the next year, he went through two surgeries followed by chemotherapy sessions, but to no avail.

    His doctors told him he didn't have too long, and he was just in his mid 50s.

       

       

    [02:45] "I thought I was going to die. People say if you get lung cancer you die, and that's what I thought too. I was stunned. I felt like I'd been hit by a lightning. I couldn't believe it."

       

    But then he was given the chance to participate in the clinical trial of a newly developed drug, dubbed Afatinib, that was chosen after a study of Jeong's molecular DNA.

    Three years have passed, no discomfort nor side effects have been reported, and he seems to be as fit as ever.

       

       

    "His treatment was the result of what's now been named precision medicine. It's the next step up for medicine and it's exactly as it sounds; finding specific treatments for specific patients, by understanding their disease right down to the genetic level."

       

       

    [1:00:34] "In the past, there was only one treatment for lung cancer. But now we can differentiate between different types of lung cancer by looking at the genetic makeup of the patients."

       

    The differentiation is not made by looking at a single individual, but at millions. If you take 10 cancer patients, and 3 did not respond to treatment, it's hard to find the genetic correlation between those 3 patients. But if you increase the number to a 1000 cancer patients, that would mean 300 won't respond, and therefore makes it easier to spot specific patterns of genetic mutation that makes them different.

       

    This has only been possible in the last few years because of the dramatically falling costs of unraveling genes. In 2010, it would have cost 30-thousand U.S. dollars to sequence a person's DNA. Now it's less than a thousand.

       

       

    [35:13] "Medical research has come a long way, and we've come to understand how diseases work. But now we really need to look deeper. [36:00]To do that, we need detailed information, from many subjects and over a long period of time, in order to reach the next level in treatment and medicine."

       

    But every breakthrough, there are obstacles to overcome.

    And in this case, it's cost.

    Although sequencing genes of an individual has become more affordable, it would still cost close to a million dollars to study a thousand cases.

    And then there's also the challenge of collecting even the most basic of data in the first place.

       

       

    [05:12] "Getting groups to share their electronic health record data, and to take that data which is in a number of different formats and not necessarily well characterized, harmonizing that data is a real challenge. [05:49] We looked at our data once, for instance, we found there were seven different ways of saying height, and blood pressure that occur when you're sitting in a chair, may have 12 different ways to say it."

       

    And cracking this problem could have huge benefits to a nation's economy and to its society.

       

       

    [1:02:59] "Previously, a lot of money was wasted on ineffective treatments. But if you give the right treatment to the right patient, then you can reduce side effects and medical expenses. This approach is also beneficial for society as a whole, as each and every recovered patient gets to continue contributing to the economy of the country."

       

    That's why the Korean government identifies precision medicine as one of the country's nine future growth engines, which also includes AI and driverless cars.

       

    But the fruits of this industry go beyond national borders.

    If Korea can collect a minimum cohort of 100-thousand people's data, the country will also be allowed into a U.S.-led global network, which gives members access to other country's shared data.

    In other words, Korea will be part of an elite worldwide club, leading the way in the future of medicine.

       

       

    [31:26] "This is clearly the biggest project in biology or medicine[31:37] Potentially it's the biggest project in the world, especially when you think about all the other countries that are involved in Precision Medicine initiatives.

    [33:05] It's been talked about in terms of the mobilization and the focus of things like the human genome project as one, and then things like sending someone to the moon."

    Title: Mostly sunny skies with warm afternoon highs

       

    Time now to get a check on what the weather has in store for us... especially for those of us hitting the road to meet their loved ones for the Chuseok holidays.

    Our Lee Jeehyun is standing by at the weather center. Jeehyun, what's it going to be? Rain or shine?

       

    Unfortunately, I would have to say rain,... but at least, not until the next couple of days. The 18th typhoon of the season, Malakas, developed this morning in waters off Guam, and it is currently heading towards Taiwan's northeast coast... after which it is expected to move towards Japan. It's forecast to have an indirect effect on the southern parts of the nation starting Friday.

       

    That means, rain will begin on Jeju Island on Friday morning before expanding to the southern provinces by the afternoon.

       

    Seoul had a hot afternoon today with a high of 30.8 degrees Celsius, but the mercury is expected to lower by the end of the Chuseok holiday.

       

    But similar weather patterns as today are expected for the first day of the holiday.

       

    Seoul, Gwangju and Jeju Island will start out at 21 degrees Celsius.

       

    For the highs,

    Seoul, Daejeon, Daegu and Busan will see highs of 28 degrees Celsius.
